Medicare back on the brink over cuts to doctors (AP)

WASHINGTON ? Politicians of both parties outdo each other vying for the approval of seniors, but their inability to compromise on the federal budget has put Medicare in the crosshairs again.

Unless Congress acts before Jan. 1, doctors face a 27 percent cut in their fees for treating Medicare patients. That could undermine health care for millions of elderly and disabled beneficiaries.

Last year around the holidays doctors were looking at a cut of about 20 percent. It's become a recurring symbol of the government's budget dysfunction.

The cuts are the consequence of a 1990s budget law that failed to control spending but never got repealed. Congress passes a temporary fix each time, only to grow the size of reductions required next time around. The supercommittee's breakdown leaves the so-called "doc fix" unresolved with time running out.

A thousand miles away in Harlan, Iowa, Dr. Don Klitgaard is trying to contain his frustration.

"I don't see how primary care doctors could take anywhere near like a 27 percent pay cut and continue to function," said Klitgaard, a family physician at a local medical center. "I assume there's going to be a temporary fix, because the health care system is going to implode without it."

Medicare patients account for about 45 percent of the visits to his clinic. Klitgaard said the irony is that he and his colleagues have been making improvements, keeping closer tabs on those with chronic illnesses in the hopes of avoiding needless hospitalizations. While that can save money for Medicare, it requires considerable upfront investment from the medical practice.

"The threat of a huge cut makes it very difficult to continue down this road," said Klitgaard, adding "it's almost comical" lawmakers would let the situation get so far out of hand.

There's nothing to laugh about, says a senior Washington lobbyist closely involved with the secretive supercommittee deliberations. The health care industry lobbyist, who spoke on condition of anonymity because he is not authorized to make public statements, said lawmakers of both parties wanted to deal with the cuts to doctors, but a fundamental partisan divide over tax increases blocked progress of any kind.

The main options now before Congress include a one-year or two-year fix.

The problem is the cost. Congress used to add it to the federal deficit, but lawmakers can't get away with that in these fiscally austere times. Instead, they must find about $22 billion in offsets for the one-year option, $35 billion for the two-year version. A permanent fix would cost about $300 billion over 10 years, making it much less likely.

"It's going to be a real challenge, and there's not a lot of time to play ping-pong," said the lobbyist. "It's entirely possible given past performance that Congress misses the deadline."

Congressional leaders of both parties have said that won't happen. Senate Finance Committee Chairman Max Baucus, D-Mont., says the Medicare fix is too important not to get done before the end of the year. His House counterpart, Ways and Means Chairman Dave Camp, R-Mich., agrees. But how? The endgame for a complex negotiation also involving expiring tax cuts, unemployment benefits and dozens of lesser issues remains unclear.

"They have to come up with a solution, and they will have to appear to pay for that solution, and that will be contentious," said economist Robert Reischauer, one of the public trustees who oversees Medicare and Social Security financing. One option: cut other parts of Medicare. Another: trim back spending under the health care overhaul law. Either of those approaches would mobilize opposition.

A nonpartisan panel advising lawmakers is recommending that doctors share the pain of a permanent fix with a 10-year freeze for primary care physicians and cuts followed by a freeze for specialists. Doctors aren't buying that.

The Obama administration says seniors and their doctors have nothing to fear.

But doctors are becoming increasingly irritated about dealing with Medicare. Surveys have shown that many physicians would consider not taking new Medicare patients if the cuts go through. Some primary care doctors are going into "concierge medicine," limiting their practice to patients able to pay a fee of about $1,500 a year, a trend that worries advocates for the elderly.

Ultimately, the solution is an overhaul of Medicare's payment system so that doctors are rewarded for providing quality, cost-effective care, said Mark McClellan, an economist and medical doctor who served as Medicare administrator for President George W. Bush. That continues to elude policymakers.

Instead, the threat of payment cuts has become a holiday tradition, said McClellan. "It's just not a very enjoyable one."

Penguin ebooks return to libraries (Digital Trends)

Penguin eBooks are once again available for library lending to owners of Amazon Kindle devices, at least through libraries using OverDrive?s ebook lending service. Penguin withdrew all its titles from library lending to Kindle owners through OverDrive earlier this week citing ?security concerns,? and said it would stop making new titles available to library lending on any platform. Penguin?s reversal returns makes existing ebook titles available for lending to Kindle owners; however, new titles will still not be available for library lending. And the reversal may be temporary: Penguin says it?s merely restoring availability of existing titles through December until a solution can be worked out.

?Penguin titles are available for check out by Kindle users and the Kindle format will be available for patrons who are currently on a waiting list for a Penguin title,? OverDrive?s Brianne Carlon wrote in the company?s blog. ?Upcoming releases remain unavailable.?

Penguin will, of course, still continue to publish print versions of new titles, which the company will continue to make available to libraries. Penguin will also offer new titles as ebooks?they just aren?t available for library lending.

Penguin has not elaborated on the nature of its security issues with library ebook lending to Kindle owners, saying only that it is working with Amazon and OverDrive to address the concerns. In a statement, Penguin indicated Amazon claims it had not been ?consulted by OverDrive? regarding the nature of Penguin?s agreement with OverDrive.

?Amazon has undertaken to work with Penguin and Overdrive between now and the end of the year to address Penguin?s concerns,? Penguin said in a statement.

UK University Creates First Inkjet-Printed Graphene Circuit

The discovery comes from researchers at the University of Cambridge, UK, who were trying to ameliorate the lackluster performance of existing inkjet-printed electronics. It's already possible to print standard CMOS transistors using different ferroelectric polymer inks, but the resultant circuit is so slow that it can't actually function as a computer. If graphene could replace or augment the interconnects or transistors, these circuits would be a lot faster ? and that's what these Cambridge engineers have done. Furthermore, if you didn't think that was cool enough, the graphene-based ink that they've developed is transparent, too."

LeapFrog Tag Reading System

The LeapFrog Tag Reading System ($39.99 list) is a halfway point between an interactive website and a physical book. The Tag Reader uses physical books with a pen-like stylus to help kids read stories, solve puzzles, and sound out words that they?re learning to read. The stylus is actually an optical pen with a built-in speaker to give your child audible feedback during reading and play sessions. It?s pretty neat, but there are a couple drawbacks to its use.

The Tag Reader stylus fits easily in a child or adult hand, and works even if you don?t hold it perfectly straight. However, there definitely is a ?more correct? way to hold it that's both more ergonomic and lets the internal sensor see what you?re pointing at more accurately. This is because the stylus body is slightly curved, and the sensor at the tip of the stylus works best when the pointed end is above the word you want to point at. Once you hold it right, the stylus responds quickly and accurately. It has obviously been playtested with kids, since the Tag Reader was able to keep up with my four-year-old son?s rapid tapping on several words in succession. Even faster than many well designed interactive websites, the Tag Reader reacted to split-second shifts from one word to another. It can read words at New York City speech speeds or the more leisurely pace of a toddler trying to read a passage for the first time. This is one of its strengths, as your child can go as fast or as slow as he wants.

The Tag Reader I reviewed came with a book with sample pages from several titles, including pages featuring Disney characters, other licensed characters like Scooby Doo, and Leapfrog?s mascot Little Leap. The sample book can give you an idea of how the system works for your child, but to get the full potential you?ll need to buy the full priced books. Books on learning to read, write, and use basic mathematics are supplemented by maps that teach geography, science, and social studies. The books are aimed at the 4-to-8-year-old crowd, including prep for kindergarten. The presentation and knowledge were interesting enough to temporarily transfix my 12-year-old daughter as well, particularly the geography pages. The Tag Reader holds 32MB of data, enough for about a dozen or so books and activities. You?ll need to connect the Tag Reader to your PC or Mac to download the audio to the stylus? internal memory via a USB cable. All of the audio is accessible online, though you won?t be able to hear the audio unless you buy the corresponding physical book. It?s an interesting take on the old handle and razor blades model, but it does work. There are over 40 titles and map sets currently available for purchase.

Are there any drawbacks aside from the need to download audio? Well, the PC and Mac conduit programs are free, but they require the use of Adobe Flash, which can be temperamental on some systems. There?s also the animation factor: When you use a learning website or software on a computer, that learning experience is likely to be embellished with sound effects and animation. You?ll get the sound effects with the Tag Reader, but you won?t get the animation. The audio is certainly more effective than simply reading a book, but it can?t compete for attention like an animated website or console game. Make sure you?re letting your child use Tag in a room away from the TV or an easily accessible computer.

The Leapfrog Tag Reading System is a well designed, well supported way for your child to learn how to read at his or her own pace. It takes the constant adult supervision out of the equation, so the child can repeat a single word or audio sequence as many times as is necessary (to him or her). This is a good thing when your child?s favorite character is based on a goofy cartoon. Or named Walter the Farting Dog.

Black Eyed Peas taking break, deny breaking up

The Black Eyed Peas have denied rumors that they are breaking up but say they are taking a break from making music together for a while.

"We are not breaking up," band member Taboo told Reuters on Monday at a launch party for their video dance game, "The Black Eyed Peas Experience."

"We're going to take a little vacation and focus on our personal things," added Apl.de.ap, real name Allan Lindo, Jr. who will be focusing on his duties as ambassador for education in the Philippines.

Will.i.am told TV chat show host Ellen DeGeneres, in an interview to be aired on Wednesday, that the band "always have two cycles of records and then we take a break."

"When we take breaks you know, we work on side projects and get our personal stuff in order to then come back and make beautiful music," added the rapper.

The band will play their final concert before the break in Miami on Wednesday and will feature Marc Antony, Cee Lo Green, Flo Rida, Sean Kingston and Jason Derulo.

The four band members have all ventured into solo projects in addition to their music, including fragrance and shoe collections, acting, and philanthropic causes, which they will be focusing on during their hiatus.

Their video dance game on the Xbox 360 Kinect and Wii consoles allows gamers to learn the Black Eyed Peas choreography while seeing their progress captured on screen.

"I want them to get the excitement of actually having the Black Eyed Peas in their own living room," said Taboo.

The game is also a good workout regime. "We have childhood obesity, so it's a good way for people to work out while having fun," said singer Fergie.

Germany, Commission clash over eurobonds (AP)

BRUSSELS ? Germany and the European Union's executive arm clashed openly on the need to issue common bonds uniting the 17 euro nations, in another sign that Europe is as divided as ever in dealing with its deepening debt crisis.

As German Chancellor Angela Merkel railed against the proposals from the European Commission in Brussels, her country itself showed a rare moment of weakness when it suffered what many in the jittery markets described as a failed bond auction. And European economic indicators dashed almost any hope that the 17-country eurozone will be able to stave off a recession as confidence continues to sink.

But instead of presenting a united front in the face of adversity, the rift between Berlin and the EU's headquarters only widened.

Commission President Jose Manuel Barroso argued that eurobonds "could bring tremendous benefits" by blending the risk and security of the common currency zone into one pool.

The idea of uniting profligate nations like Greece with fiscally orthodox countries like Germany has not met with much enthusiasm in Berlin, and Merkel, aware that such a proposal was coming, preemptively rejected it in the German Parliament earlier in the day.

"It is extremely troubling, I might say inappropriate, that the Commission is now focusing on proposals on eurobonds in different varieties," she told legislators.

Merkel argued that it was a pretense to suggest that a "collectivization of the debt would allow us to overcome the currency union's structural flaws."

Germany has opposed the use of eurobonds and has long called on fiscally wayward member states to clean up their own houses with as little outside intervention as possible. A big worry for Germany is that its low borrowing costs would get diluted if eurobonds came into issue and it would then be forced to pay higher rates to tap bond markets.

Barroso shot back that it was bad form to kill off a debate before it even started.

"Frankly speaking, I don't think it is appropriate in our EU .... to say from the beginning that the debate should not be held," Barroso told reporters in a blunt retort. "We are trying to have a rational, reasonable, serious ? intellectually and politically serious ? debate."

Key to Barroso's proposals was the need for stricter budgetary discipline to go hand in hand with a united effort to contain the biggest financial challenge in the half-century history of the European Union.

"It is quite clear, as things stand at present, if we want to keep a common currency, we need more integrated governance," Barroso said.

He wants the countries using the euro currency to work more closely together to dovetail their budgetary policies and avoid having one nation endanger all others by not living by its financial commitments. The crisis, which started in Greece nearly two years ago, has now spread to much bigger economies such as Italy and Spain and there was a hint Wednesday that not even Germany is immune.

Despite being touted as the European bedrock of financial stability and rigor, Germany failed to raise as much money as it hoped in its latest bond auction. Germany's Financial Agency said its latest euro6 billion ($8.1 billion) auction of 10-year bonds met with only 60 percent demand. It blamed "the extraordinarily nervous market environment" for the weak demand.

Since Greece pushed the eurozone into its ever-worsening financial mess last year, many member states have seen their cost of government borrowing rise to record levels. Germany's borrowing rates, though, have dropped sharply as investors buy up its bonds as a safe haven.

Barroso conceded that eurobonds, or so-called stability bonds, "will not solve our immediate problems" and could only be effectively deployed once the situation has calmed. Still he said "stability bonds are examples of reinforced governance, of a strong will to live together in the euro area and a good example of discipline."

Merkel appeared to win some support from Portuguese Prime Minister Pedro Passos Coelho, whose country has taken a euro78 billion ($106 billion) bailout. He said the proposals offer neither a short- nor a medium-term solution to Europe's financial problems.

"The current instability cannot wait for a long, uncertain and unpredictable process to conclude," he told reporters in Lisbon.

The Commission also came forward with proposals it believes can be pushed through without a time-consuming treaty change, including a strengthening of current budget rules and increased monitoring of member states.

Romney picks up endorsement from Daschle-slayer John Thune (Daily Caller)

Mitt Romney has picked up the support of South Dakota Sen. John Thune for his Republican presidential campaign, according to a Wednesday morning announcement.

Thune, who considered a run of his own for president, is famous for defeating Democratic Minority Leader Tom Daschle in 2004.

?I am honored to have Sen. Thune?s support,? the former governor of Massachusetts said. ?On the issues that I have been fighting for in my campaign ? creating a better business environment, lessening the regulatory burden and ending Washington?s spending addiction ? Missing girl's mom arrested on child abuse charges (AP)

GLENDALE, Ariz. ? Police on Monday arrested the mother of a missing 5-year-old Arizona girl on child abuse charges "directly related" to the girl, and said they don't believe they'll find the child alive.

In a news conference that offered the most detail yet about what investigators think happened to Jhessye Shockley, Glendale police said the girl's mother, Jerice Hunter, was now the investigation's "No. 1 focus."

Hunter was booked Monday at the Maricopa County jail. A sheriff's spokesman said Hunter was unable to talk to reporters because she had not yet been assigned a housing unit. She was scheduled for her first court appearance Monday night.

Hunter previously told The Associated Press she had nothing to do with Jhessye's disappearance and was highly critical of the department's investigation.

Glendale police Sgt. Brent Coombs said at the news conference that new information in the past few days led police to serve another search warrant on Hunter's Glendale apartment and arrest her Monday. He wouldn't elaborate.

He also said Hunter has not cooperated with investigators who have been trying to set up a lie-detector test with her.

Coombs added the reward offered for information leading to Jhessye has been raised to $25,000.

"I'd like to make it very clear that this is by no means the end to this investigation," Coombs said. "Our investigators will continue to work diligently to locate Jhessye. This is just a step down that investigative path towards that final conclusion."

Coombs ended the news conference when a reporter asked him directly whether investigators believe Hunter killed Jhessye, saying: "I am going to have to end those questions right now."

But Coombs said investigators don't believe Jhessye is alive.

Investigators spent Monday searching Hunter's apartment, where Jhessye was last seen Oct. 11 after Hunter said she went out for an errand and left the girl in the care of three older siblings. It was the second time police searched the home.

State Child Protective Services removed Hunter's other children, including a newborn, from the apartment last month but declined to say why. Glendale police said they had no part in the decision to remove the children.

Police previously said they had no evidence, suspects or promising leads in the case. They also said they interviewed Hunter on several occasions and had no reason to suspect her in Jhessye's disappearance.

Hunter came under scrutiny during the investigation for an October 2005 arrest with her then-husband, George Shockley, on child abuse charges in California. Hunter pleaded no contest to corporal punishment and served about four years in prison before she was released on parole in May 2010.

Hunter's oldest child, 14 at the time, told police his mother routinely beat the children.

George Shockley is a convicted sex offender and is still in a California prison. Hunter has told reporters she didn't know about his past until they were arrested and now has nothing to do with him.

Hunter's mother, Shirley Johnson, has said her daughter was a changed woman after she got out of prison and was a good mother.

Johnson did not return repeated calls for comment Monday afternoon.

Hunter was eight months pregnant when Jhessye disappeared. While still pregnant, she demonstrated at the state capitol in Phoenix, saying her daughter's case wasn't getting the attention it deserved because she is black.

At the Oct. 24 demonstration, Hunter condemned members of the media for focusing too much on her past, and said she had nothing to hide and would gladly submit to a lie-detector test.

"I have been forthcoming with law enforcement from day one. I let them turn my home into a crime scene hours after I reported that I couldn't find my daughter," she said. "They didn't find anything, but they're holding my children hostage."

She also criticized the Glendale police department's investigation.

"We feel that law enforcement is not active in finding Jhessye and that they're more active in persecuting me instead of finding out where she is," Hunter said.

In the days after Jhessye's disappearance, more than 100 officers and volunteers searched for her in pools, garbage bins and shrubs. They interviewed and searched the homes of registered sex offenders in the area, and stopped at every door to spread news about the missing girl.

Police also cordoned off an area of a local landfill where garbage from Jhessye's neighborhood would have been taken the day of and day after her disappearance, but have not searched it.

Recipient's immune system governs stem cell regeneration

A new study in Nature Medicine describes how different types of immune system T-cells alternately discourage and encourage stem cells to regrow bone and tissue, bringing into sharp focus the importance of the transplant recipient's immune system in stem cell regeneration.

The study, conducted at the Center for Craniofacial Molecular Biology at the Ostrow School of Dentistry of USC, examined how mice with genetic bone defects responded to infusions of bone marrow mesenchymal stem cells, or BMMSC.

Under normal conditions, the mice's T-cells produced an inflammatory response and triggered the creation of cellular proteins interferon (INF)-gamma and tumor necrosis factor (TNF)-alpha. These attacked and killed the stem cells, preventing the production of new bone.

"Normally, T-cells protect us from infection," said Professor Songtao Shi, corresponding author for the study, "but they can block healthy regeneration from happening."

However, when the mice were given infusions of regulatory T-cells, or Treg, the levels of the interfering INF-gamma and TNF-alpha decreased, increasing the rate of bone growth and defect repair. Furthermore, administering the anti-inflammatory drug aspirin at the site of the bone defect also increased the rate at which the BMMSCs were able to regrow bone.

Postdoctoral Research Associate and lead author Yi Liu said the findings illustrate the previously unrecognized role of T-cells in tissue regeneration. They also highlight the need for scientists exploring the possibilities of stem cell regeneration to shift their focus to the immune system, she added.

Perry: Obama policies have made border less safe (AP)

NEW YORK ? Republican presidential hopeful Rick Perry on Friday criticized President Barack Obama for policies Perry said have endangered agents patrolling the U.S.-Mexico border, the latest attempt by the Texas governor to shift the focus from his GOP rivals and his struggling campaign to the Democratic incumbent.

But several of Perry's claims against Obama are either exaggerated or misrepresented.

Perry, in New York City to accept an award from the Federal Law Enforcement Foundation, said inadequate funding and "bureaucratic bungling" by Washington had made the southern border more dangerous.

He singled out Operation Fast and Furious, an arms trafficking probe run by the Justice Department that allowed AK-47s and other weapons to leak into the black market.

"Our own federal government provided more than 2,000 firearms to some of the most dangerous criminals in North America," Perry said, adding that Attorney General Eric Holder should show the same courage and sense of responsibility as agents in the field.

Holder has acknowledged mistakes in the operation, which focused on gun shops in Phoenix and tried to track gun-smuggling beyond straw purchasers to previously unreachable gun-running kingpins. Officials say agents lost track of nearly half of the 2,000 guns. Some of the firearms were recovered at crime scenes in Mexico.

The operation came to light after two assault rifles purchased by a buyer under scrutiny in the operation turned up at the scene of an Arizona shootout that killed a Customs and Border Protection agent.

Many Republicans have sharply criticized Operation Fast and Furious and some have called on Holder to resign.

The Associated Press has reported that an investigation into the operation has turned up Justice Department documents indicating that the so-called "gun walking" tactic also was used during the Republican administration of George W. Bush.

Perry's advisers hope his stepped-up criticism of Obama and Washington could help reinvigorate Perry's lagging effort less than seven weeks before Iowa's caucuses on Jan. 3.

Polls show Perry badly trailing several of his rivals in Iowa, including former Massachusetts Gov. Mitt Romney, former House Speaker Newt Gingrich and Georgia businessman Herman Cain.

Perry's latest campaign ad took out of context a comment Obama made and gave viewers the impression that the president had said all Americans are lazy. Obama was talking about the U.S. record of attracting foreign investment.

In an interview with Fox News, Perry wrongly claimed that Obama came from a privileged background and didn't understand ordinary people's problems.

"He never had to really work for anything. He never had to go through what Americans are going through," Perry said. "We need a president who has been through their ups and downs in life and understands what it's like to have to deal with the issues of our economy that we have today in America."

Obama was raised by a single mother who, at times, used food stamps, and his grandparents in a modest apartment in Honolulu.

Democrats are responding to Perry's new strategy by tweaking him for his well-publicized flubs.

House Minority Leader Nancy Pelosi answered Perry's invitation to meet and debate his proposal for a part-time Congress by ridiculing a debate performance in which Perry forgot the name of the third federal agency he would dismantle.

"He did ask if I could debate here in Washington on Monday," Pelosi said. "Monday I'm going to be in Portland in the morning, I'm going to be visiting some of our labs in California in the afternoon, and I can't remember what the third thing was."

LivingSocial seeks to raise $200 million: NYT (Reuters)

(Reuters) ? LivingSocial, the online deal provider, is looking to raise nearly $200 million from new and old investors, the New York Times reported on Friday.

The company is also considering a credit facility worth about $100 million, the paper said, quoting two unnamed sources who said they had been briefed on the transaction.

The injection of cash, which is expected to close next week, would give the company a value of more than $5 billion, the paper said, quoting one unnamed source.

That would give the online deals company more flexibility as it attempts to take on chief rival Groupon, which went public earlier this month.

Bahrain protester killed by police vehicle (AP)

MANAMA, Bahrain ? Hundreds of mourners gathered in Bahrain on Saturday for the funeral of a young protester killed by a police vehicle as security forces were dispersing Shiite demonstrators rallying against Sunni rulers near an American naval base.

The violence occurred just days before an international panel is due to release a highly anticipated report on the unrest that has killed more than 30 people since February.

Bahrain has seen months of anti-government protests and punishing crackdowns in the tiny but strategically important Gulf country, the home of the U.S. Navy's 5th Fleet, that began when the country's Shiite majority started campaigning for greater rights and freedoms.

Hundreds of protesters, opposition leaders and Shiite professionals like lawyers, doctors and nurses have been detained and tried on anti-state crimes in a special security court since the beginning of protests ignited by uprisings sweeping the Arab world.

Security forces have clashed with protesters almost daily since authorities launched a crackdown on dissent in March.

The protester's uncle told The Associated Press his 16-year-old nephew, Ali Youssef Bagdar, died after a police vehicle ran him over during a demonstration early Saturday in the Juffair area of the capital Manama. The uncle, Ibrahim Ali Bagdar, said he rushed to the area with the boy's father, but police cordoned the site off and would not let anybody approach.

"Our boy was dead and they left him laying on the street for hours," the uncle said before his nephew's funeral in Bahrain's oil hub of Sitra on Saturday.

A report by the state-run Bahrain News Agency said a police vehicle skidded into a group of "rioters... committing acts of sabotage" due to an oil spill on the road, killing the boy. The BNA report said authorities are investigating the incident that occurred just before 1:00 a.m. Saturday.

The report by The Bahrain Independent Commission of Inquiry, which has been probing alleged abuses during the unrest, is due out on Wednesday.

The five-member panel is headed by Mahmoud Cherif Bassiouni, an Egyptian-born professor of international criminal law and a former member of U.N. human rights panels. It was set up in July with the consent of Bahrain's rulers.

Over the past months, the panel received more than 8,000 complaints, testimonies and documents. Its members have interviewed more than 5,000 witnesses and alleged victims of the unrest, including detainees, police personnel, doctors and journalists.

Bahrain imposed martial law in March and invited into the country 1,500 troops from Saudi Arabia and other Gulf neighbors who accuse the regional Shiite power, Iran of aiding the unrest.

Failed Russian space mission shows difficulty of exploring Mars

The craft, Phobos-Grunt (Phobos Soil), was to have traveled to Mars' moon Phobos to gather and return to Earth samples of the moon's soil and rocks. But once the craft reached Earth orbit, motors in the rocket stage that would have set Phobos-Grunt on its path to the red planet failed to ignite.

Engineers with Roscomsos, the Russian Federation Space Agency, have tried to communicate with the craft in hopes of igniting the motors before changes to the orbits of Earth and Mars close the window of opportunity over the next few days.

But according to updates on the website RussianSpaceWeb.com, all attempts have failed so far. If efforts to send the mission on its way fail, the craft ? brimming with a load of toxic fuel in tanks that potentially could survive reentry ? could reenter Earth's atmosphere at the end of the month.

Russia's travails serve as a fresh reminder that space exploration is hard.

"That's why it's called rocket science," says Ralph McNutt, chief scientist at the Johns Hopkins University's Applied Physics Laboratory in Laurel, Md., and the project scientist for NASA's Messenger mission, whose spacecraft currently is orbiting Mercury.

It's a point not lost on Mars-mission planners at NASA, who are preparing to launch the $2.5-billion Mars Science Laboratory Nov. 25.

Phobos-Grunt and the Mars Science Laboratory represent the most ambitious Mars-exploration missions to date for their respective space agencies.

The lab is a 1-ton rover loaded with instruments to analyze Martian rocks and soil within a vast feature dubbed Gale Crater. Although the rover isn't designed to hunt for life, it will be hunting for organic compounds that would help determine whether the planet had conditions that could have supported life.

In one sense, the world's space agencies have a success rate at the Mars-mission plate that major-league ball players would envy. Since 1960, when the then-Soviet Union launched the first mission to the red planet, which failed, 35 launches by four nations have amassed a .329 average, based on NASA's tabulation of international Mars launches.

But that average masks a wide disparity in success rates among the four.

With the apparent failure of Phobos-Grunt, Russia is 0 for 17 attempts since 1960 at a mix of Mars flybys, orbiters, and landers.

Japan, which launched a Mars orbiter in 1998, is 0 for 1. Europe, with its inaugural Mars Express/Beagle 2 orbiter-lander combo, is 0.5 for 1 at the red planet. Launched in 2003, the duo reached Mars. The orbiter has been a science success, and its mission has been extended to 2014. But the lander was declared lost after repeated attempts to contact it failed following its December 2003 descent to the surface.

NASA, meanwhile, has enjoyed 11 successful Mars missions out of 16 launched since 1964, including flybys, orbiters, and rovers.

It's easy to get used to those successes, but they are far from assured.

Designing craft for interplanetary travel means tailoring its systems to function for years in an environment far different from the conditions craft encounter in Earth orbit, where designers have far more experience, Dr. McNutt says.

Flitting between Earth and anywhere else exposes a craft and its sensitive electronics to the potentially disruptive effects of cosmic rays.

Pick your destination and you will encounter much different contrasts in temperatures the craft must endure, compared with conditions at Earth. Think the Voyager spacecraft at the far edges of the solar system versus the Messenger mission orbiting Mercury.

Indeed, the combination of the vacuum of space and temperature can be a mission-ender, he says, citing NASA's Mariner 3 mission as an example.

Launched in 1964, it was the US's first attempt at a Mars flyby. But the craft ultimately failed, felled by the combined effects of vacuum and temperature ? something for which it was not tested prior to launch. Engineers conducted vacuum and temperature tests separately.

The failure led to the development of test chambers that could replicate both conditions simultaneously, McNutt says.

ASEAN set to gamble on Myanmar reform path (Reuters)

NUSA DUA, Indonesia (Reuters) ? Southeast Asian nations are set to endorse Myanmar Thursday for the chairmanship of a key regional grouping, gambling that the isolated country can stick to reforms begun this year that could lead it out of half a century of isolation.

But President Barack Obama cautioned that Myanmar, also known as Burma, must still demonstrate improvements in human rights in his first remarks since the authoritarian regime freed hundreds of political prisoners in October and vowed more reforms in the weeks ahead.

A senior Myanmar Home Ministry official told Reuters on Wednesday the new civilian government was ready to release more political prisoners after freeing about 230 activists on October 12, one of several indications that reforms may be underway after elections last year ended five decades of military rule.

"Some political prisoners have been released. The government has begun a dialogue. Still, violations of human rights persist," Obama said in a speech to the Australian parliament.

"So we will continue to speak clearly about the steps that must be taken for the government of Burma to have a better relationship with the United States."

The 10-member Association of South East Asian Nations (ASEAN) -- of which Myanmar is a member -- is expected to formally approve on Thursday Myanmar's request to chair the Southeast Asian regional bloc in 2014, two years ahead of schedule, giving it some long-sought international recognition.

"We believe that with the positive improvements in Myanmar right now, this has shown that Myanmar would like to come back to the democratic way," Thai Foreign Minister Surapong Towijakchaiku told reporters during an ASEAN summit on the Indonesian resort island of Bali.

Recent overtures by Myanmar's government have included calls for peace with ethnic minority groups, some tolerance of criticism, the suspension of an unpopular Chinese-funded dam project and the legalization of labor unions.

President Thein Sein has also reached out to democracy leader Aung San Suu Kyi, who was freed last year from 15 years of house arrest. Her National League for Democracy is expected to decide on Friday whether to re-register as a political party to contest imminent by-elections.

The United States and Europe have said that freeing political prisoners is one of several preconditions to lifting sanctions that have isolated Myanmar and driven it closer to China. Other conditions include peace with the country's many ethnic groups after decades of sporadic unrest.

"MOMENTUM FOR REFORMS"

Obama was in Australia ahead of joining Asian leaders in Bali for the East Asia Summit and to signal a closer U.S. engagement with the Asia-Pacific.

Suu Kyi's party said Myanmar's expected ASEAN chairmanship would help to drive political change.

"Their decision is tantamount to encouraging the present Myanmar government to step up the momentum for reforms," Nyan Win, a senior official in Suu Kyi's National League for Democracy, told Reuters in Myanmar's biggest city, Yangon.

"Myanmar's political activities will become more vibrant after assuming the chair and Myanmar will also become a quality member of ASEAN."

Indeed, Indonesia's foreign minister, Marty Natalegawa, said Myanmar would likely open further after being named ASEAN chair.

"I am quite convinced this will have a huge multiplier effect. The decision that ASEAN is about to make is not a vote of confidence or a referendum on what Myanmar is like today. It is instead our expectation of how it will be in 2014. We are putting a marker - this is where you ought to be in 2014."

"REAL CHANGES"

The United States has had strained relations with Myanmar since the military junta, which took power in a 1962 coup, killed thousands in a crackdown in 1988.

U.S. Secretary of State Hillary Clinton said last Friday that Myanmar appeared to be making some "real changes" to its political system, but the United States wanted to see more reform before embracing the country formerly known as Burma.

Clinton noted reports of "substantive dialogue" between the government and Suu Kyi and changes in the country's laws on labor and political party registration.

Myanmar's new government has responded by urging the United States to lift sanctions, describing its reforms as genuine, a line echoed by Natalegawa, who told Reuters the changes were "irreversible" after visiting the country last month.

Recent overtures by Myanmar's government have included calls for peace with ethnic minority groups, some tolerance of criticism, the suspension of an unpopular Chinese-funded dam project and the legalization of labor unions. President Thein Sein has also defied skeptics by reaching out to Suu Kyi.

The resource-rich country, as big as France and Britain combined, sits between booming India and China with ports on the Indian Ocean and Andaman Sea that, if developed with proposed rail and pipeline projects, would allow cargo ships to bypass the Straits of Malacca.

That would open the way for faster delivery of oil from the Middle East and Africa to China and other countries in the region straddling the Mekong River.

India, Japan and Southeast Asia have sought to ramp up engagement, largely to counterbalance China's influence and to gain a toehold in a country whose proven gas reserves have tripled in the past decade to around 800 billion cubic meters, equivalent to more than a quarter of Australia's, BP Statistical Review figures show.

UN chief urges leaders to finalize climate fund (AP)

DHAKA, Bangladesh ? U.N. Secretary-General Ban Ki-moon urged world leaders Monday to finalize the financing for a multibillion-dollar fund to fight the effects of climate change.

Delegates at a U.N.-sponsored climate change conference that starts Nov. 28 in Durban, South Africa, are to consider ways to raise $100 billion a year for the Green Climate Fund created last December to help countries cope with global warming.

Ban told the opening session of a climate meeting in Bangladesh's capital that the world should make a concerted effort to finance the fund.

"Governments must find ways ? now ? to mobilize resources up to the $100 billion per annum pledged," he said. "An empty shell is not sufficient."

Representatives of about 30 nations in the Climate Vulnerable Forum are meeting for two days in Dhaka to formulate a united stand on funding for schemes to limit the damage from global warming.

The countries from Africa, the Americas, Asia and the Pacific are also seeking action by industrialized nations to cut carbon emissions and provide technical and financial support.

The forum was founded by President Mohamed Nasheed of the Maldives and first met in November 2009.

Ban said he hoped the forum would take a strong position at the Durban conference, which is to be attended by more than 190 countries.

"I will count on the members of this forum to arrive with a strong and united voice," he said.

"In this time of global economic uncertainty, let your commitment to green growth be an inspiration to more developed countries ? the major emitters," he said. "Even in these difficult times, we cannot afford delay."

The Durban conference will also seek to reach a new international climate agreement as the Kyoto Protocol expires next year.

The 1997 Kyoto Protocol mandated relatively modest reductions of emissions of greenhouse gases by industrialized nations. The U.S. rejected the agreement, saying it would hurt the American economy and that cutbacks should have been required of poorer but fast-developing nations such as China and India.

Talks on a pact to succeed Kyoto have bogged down for years because of continued resistance by the U.S. and by the developing world, which says mandatory restraints on emissions would hamper efforts to alleviate poverty.

27 reported killed in blast at Iran military base

A massive explosion at a military arms depot near the Iranian capital killed 27 people on Saturday, in what officials were treating as an accident.

Sixteen other people were wounded, some critically, in the blast at a Revolutionary Guards base near Tehran. Authorities are treating the explosion -- which was felt for miles around -- as an accident.

A spokesman for the Revolutionary Guards -- Iran's elite military force -- said the blast happened as troops were moving munitions at a base in Bidganeh, near the town of Shahriar.

"My dear colleagues in the Revolutionary Guards were moving munitions in one of the arsenals at that base when, due to an incident, an explosion happened," Ramezan Sharif told state TV news channel IRINN.

"Some of the wounded are reported to be in a critical condition," he added.

Residents in western suburbs of Tehran, nearly 30 miles away, told Reuters they had felt the blast, with some assuming it to be a low-level earthquake.

The explosion happened around noon (0830 GMT) and the fire continued to rage for hours. Surrounding streets were closed and reporters were kept away from the scene.

Some media reported there had been two explosions and the head of Iran's Red Crescent organization said there was a risk of further blasts.

Mahmoud Mozafar told the Mehr news agency that only six paramedics had been allowed into the Amir Al-Momenin military base and that thick smoke was hampering the rescue operation.

There were no reports linking the blast to any air strike or other attack. Tension has risen in recent weeks between Iran and its enemies Israel and the United States, which have not ruled out striking facilities they believe are working toward making nuclear weapons.

Sharif denied what he said was speculation in the Western media that the military base was linked to Iran's nuclear program.

"This blast is not related to any nuclear tests that some foreign media have reported," he told Mehr.

Tehran denies Western accusations, that were given some credence by a report from the UN nuclear agency this week, that its nuclear program has military ends.

On Oct. 12 last year a similar blast at a Revolutionary Guards munitions store killed and wounded several servicemen in Khoramabad, western Iran. Authorities said that explosion was an accident.
