Sergey Brin Finally Lets Someone Else Wear Google Glass [Google]
Obama's health care aid to small firms disappoints
WASHINGTON (AP) ? It seemed like a good idea at the time.
But a health insurance tax credit for small businesses, part of President Barack Obama's health care law that gets strong support in public opinion polls, has turned out to be a disappointment.
Time-consuming to apply for and lacking enough financial reward to make it attractive, the credit was claimed by only 170,300 businesses out of a pool of as many as 4 potentially eligible million companies in 2010.
That's put the Obama administration in the awkward position of asking Congress to help fix the problems by allowing more businesses to qualify and making it simpler to apply.
But Republicans who run the House say they want to repeal what they call "Obamacare," not change it.
"They completely missed the target on this thing," Rep. Sam Graves, R-Mo., said of the tax credit. "I don't think expanding it is going to make any difference whatsoever." Graves chairs the House Small Business Committee.
It doesn't help the administration's plea that the biggest small-business lobbying group is a lead plaintiff asking the Supreme Court to overturn the Affordable Care Act. The National Federation of Independent Business isn't likely to spend much time tinkering with the tax credit or promoting it to members.
Small businesses represent the crumbling edge of the nation's system of employer-based health care. Only about 30 percent of companies with fewer than 10 workers offer health coverage, and they often pay more for insurance than large businesses. The credit, which once had support in principle from lawmakers of both parties, was supposed to help businesses already providing coverage afford the premiums. And maybe it would even entice some to start.
"We agree it is not a panacea for all costs," said John Arensmeyer, founder of Small Business Majority, an advocacy group that supports the health care law and disagrees with the much larger independent business federation. The problem is all the negative publicity around the health care law has discouraged business owners from applying for the credit, he says.
"There has been more heat than light shone on this," Arensmeyer said. "There is no reason why small businesses shouldn't be taking advantage of this credit." About 770,000 workers were covered by the businesses claiming the credit in 2010.
However, a recent report by Congress' nonpartisan Government Accountability Office identified several issues with the credit itself.
To begin with, the GAO said, the tax credit is structured so its biggest benefits go to very small companies paying low wages. About 4 out of 5 such businesses don't offer coverage, and the tax credit is not sufficient to encourage them to start doing so.
"Small employers do not likely view the credit as a big enough incentive to begin offering health insurance," the report said.
The average credit claimed in 2010 was about $2,700, although some companies qualified for much more.
Many small firms did not qualify because they paid fairly decent wages. The GAO report quoted an unidentified tax preparer who explained that "people get excited that they're eligible and then they do the calculations and it's like the bottom just falls out of it and it's not really there." It's almost a bait and switch.
Complexity has been another obstacle. IRS Form 8941, which employers must complete to claim the credit, has 25 lines and seven worksheets, the GAO said. Some tax preparers told the agency it took clients from two to eight hours to pull together supporting information and tax professionals another three to five hours to calculate the credit.
Trying to help, the IRS identified "three simple steps" employers needed to follow, but the GAO found "the three steps become 15 calculations, 11 of which are based on seven worksheets, some of which request multiple columns of information."
Arensmeyer said claiming the credit will be simpler once it becomes standard in tax-preparation software.
As it stands now, the credit is only temporary, expiring in 2016. That's another reason Congress appears unlikely to adopt the administration's proposed fixes, which would cost an estimated $14 billion that has to be offset with cuts elsewhere.
If the health care law withstands Supreme Court scrutiny, more employers could start claiming the credit. Otherwise, it may just go down as a missed opportunity, for policymakers and small-business owners alike.

Movie Review: Men in Black III in 3D at the Village Theater ...
They are back... in time!
The plot follows Agent J (Will Smith) as he travels back in time to kill an alien before that alien can kill his partner Agent K (Tommy Lee Jones). It is action packed, humorous and overall an entertaining movie. Bonus; it is in 3D! For the Jones fans, don?t be surprised if you do not get your fill of him in this movie. Most of the time you see Agent K?s younger self played by Josh Brolin. However, for the Smith fans you will be pleased!
I must admit, I am not a fan of sci-fi alien movies. But this was good! Although the beginning is a bit of a struggle for those who do not appreciate the skilled special effects and disgusting alien guts splattering on the walls, the plot and ending are well worth the gross parts. There is much more to the story line than defeating aliens and the characters come full circle in a funny, surprising, and heartwarming way.
Fellow movie-goer Kristine Weweraka said about the movie, "I haven't seen all the MIB movies but it was easy to follow the plot. I liked it because it was a mix of alien sci-fi and comedy."

Well isn?t this a surprise! Apple is a company notorious for keeping its secrets closely guarded, so finding a 4 minute video of the iPhone assembly plant is a real treat.?The video is courtesy of Chinese site?iFeng?shows a reporter and Foxconn CEO Terry Gou taking a tour of the iPhone production line.
Gou first takes the reporter on a helicopter ride to show off the 5.6km factory in ?Zhengzhou?that also houses 115,000 workers.?They start off checking out the area dedicated to the?production?of the iPhone 4S and its display. Next up on the tour is motherboards, in the video Gou claims that the longest section measures around 148 meters and they produce around 10,000 units a day.?Gou and the reporter then step through a cleaning chamber and into a clean-room where the smartphone?s camera is assembled.
The video is an uncharacteristic yet welcome peak into the under belly of Apple?s main iPhone production plant. There aren?t any horrifying human rights violations, so if you?re looking for something more the shots of iPhones being put together you?ll be sorely?disappointed.

Common Running Mistakes Made By Professional Athletes And ...
Running seems to be so simple: Just put on your shoes and go! But there are a few obstacles waiting on and off the track. Even experienced runners often unnecessarily face health risks or performance setbacks, always trying to achieve a new personal best. Everybody, from beginners to pros, needs to consider some basic rules and guidelines in order to run good times as well as finish healthily and safely.
Ignoring the bodys warning signals
It is the classic marathon mistake. Running with the motto: more and more, faster and faster does not only drastically increase the risk of developing overuse injuries, but also extends the time for recuperating. Every athlete has to be careful with their own body and immediately react to warning signals. One day can be bad, but the next one might be more successful; forcing it is counterproductive for long term success.
Too many competitions
Despite all ambitions: Competing in one race after the other is a misunderstanding of the athletic spirit. After a marathon and the intensive training that goes with it, the body needs time to regenerate. A reduced training program for two weeks after a marathon is far from being a shame; actually, it makes perfect sense to avoid overtraining as well as physical and mental impairments. If you aspire to attend two marathons like Paris and London which take place shortly after each other, it is better to go well-trained and concentrated to just one of them than exhausted with the risk of long-term problems to both marathons.
Insufficient nutrition
The right diet and drinking habits highly influence the runners physical potential. Before and particularly during the race, an adequate nutrient and liquid supply is of crucial significance. Important in that respect: No experimenting during the competition! Only use nutrient supplements which you have already tried in training. Do not test stomach tolerances on 42 kilometres! Moreover, the chase of seconds can be an unhealthy ambition if supply stations are skipped to save time. Especially on the last third of the race, a sufficient supply of liquid and electrolytes is absolutely necessary to stay fit and strong.
Inadequate regeneration
Every ambitious runner has to give their body the necessary time for regeneration. Overtraining must be avoided! Even most experienced runners reach the often quoted super-compensation only under professional guidance. Rest, strength and stabilisation training as well as reduced running after a competition are high up on the list to get muscles, skeleton and the cardiovascular system ready again for the next challenge. Note: The phase of regeneration is not an unwanted time-out, but part of the training just, like the active running.
Neglecting strength training
There is no success in endurance sports without strength training! Everybody who wants to be faster, benefits from additional muscle training. A strong skeletal structure helps to withstand the extreme strain during competition. Running with weights or special training for the legs can make the difference on the track. A short time before the competition, however, you should reduce the training of legs and normally rather neglected groups of muscles. Also true in this regard: No experimenting shortly before the competition!
Wrong equipment
The right running shoes are of major importance for every ambitious runner. Consult a specialist shoe store to find out if your current apparel is the best choice for you individually. Regular analysis of your running style combined with trying out the new shoe generation extends the fun of running for both beginners and pros. Depending on ground and use, runners should have several pairs of shoes to choose from. The division between competition and training shoes made by manufacturers is necessary and helpful. Equally important: the right running clothing, selected according to the respective weather conditions. Jogging as an onion will keep you in shape during winter and prepare you to be successful in spring, summer and autumn.
No medical care
Athletes attending a marathon should be aware of the extreme strain they will be putting their bodies through. Already before and during the phase of training, a sport-medical examination is obligatory. At many international competitions, a medical certificate is a precondition to registering. A regular check-up of health and performance minimises the risk of overuse, rules out possible nutritional deficiencies and ensures successful training.
Inadequate training schedule
Ambitious runners understand the necessity of an individual training schedule, but the conceptions of richness in detail vary considerably. A good plan also includes effective split trainings, calm and long endurance runs, mountain sprints, pace and competitions runs. Equally advisable are phases of alternative training: swimming, cycling or inline-skating can also free your mind.

Based on empirical evidence from the CHIP 1988-2007 data, Dr. Gao Qin will analyze the size, structure, and redistributive effect of the Chinese welfare state. He finds that the Chinese welfare state is much divided along the urban-rural line: the urban social benefit system, or the urban welfare state, stands among the more comprehensive and generous ones similar to those in the western industrialized countries, while the rural system is minimal and residual and similar to those in the least developed countries. The urban system has consistently reduced income inequality?despite to a lesser extent in recent years?and has remained progressive over time. The rural system had little impact on reducing income inequality and has been largely regressive. It is, however, moving toward a more progressive direction as indicated by the 2007 results. The social benefits for the migrants had significant increases from 2002 to 2007 and played an increasingly larger redistributive role. They are also moving toward a more progressive direction.
Dr. Qin Gao is an associate professor at Fordham University Graduate School of Social Service in New York City. Dr. Gao?s research focuses on social welfare policies in China and their impact on poverty, inequality, and family well-being. Dr. Gao is particularly interested in examining the effectiveness of anti-poverty policies. Dr. Gao also conducts cross-national comparative social policy analysis across China, South Korea, and Vietnam. Dr. Gao received her Ph.D. from Columbia University.

Japan minister visits tsunami-stricken nuke plant amid concern over safety of spent fuel pool
TOKYO - Japan's environment and nuclear minister visited the tsunami-crippled Fukushima Dai-ichi nuclear power plant on Saturday to inspect a spent fuel pool at the center of safety concerns and said it appeared to have been properly reinforced.
The visit by Goshi Hosono, apparently aimed at demonstrating the safety of the facility, came amid renewed concerns about conditions at the plant's No. 4 reactor after its operator reported a bulging of the building's wall. Nuclear regulators ordered a new investigation and seismic tests of the building and its pool.
The building was damaged by an explosion and fire soon after the Fukushima plant was hit by a massive magnitude-9.0 earthquake and tsunami on March 11, 2011. The pool, located at the top of the building above the reactor, remains one of the plant's biggest risks due to its vulnerability to earthquakes.
The plant's operator, Tokyo Electric Power Co., has reinforced the structure and says it now can withstand temblors as strong as last year's quake.
A small group of journalists was allowed to enter the reactor building for the first time with Hosono. Inside were piles of broken wall panels, pieces of cement and mangled equipment, showing the magnitude of the explosion.
Hosono, wearing protective coveralls and a full-face mask, climbed a narrow makeshift staircase to the fifth floor to see the pool, which was covered with a protective tarp. TEPCO officials lifted part of the cover to show the water surface.
He said he was not able to see the newly found 3 centimeter (1 inch) outward bulge in the building's wall with his own eyes, but urged TEPCO "not to take an optimistic view and instead deal with it carefully in order to ensure safety."
Hosono later told reporters that he could see that the pool had been sufficiently reinforced.
"I could see steady progress being made toward removal of the spent fuel (from the pool), which is the next major goal," he said.
The fuel rods in the storage pool are not enclosed as they are in reactor cores and could cause a greater release of radiation in case of a loss of water.
TEPCO is preparing to move the fuel rods from the pool to a joint pool for all six reactors next to the building, but the process won't start until late next year. The joint pool is located on the ground level and is considered safer, even though it already has 6,000 fuel rods in it, officials said. It is expected to take 40 years to decommission the reactors.
Akio Komori, one of the TEPCO executives who escorted Hosono, said the company will inspect the No. 4 building to ensure its integrity while continuing with the fuel removal. Komori, however, rejected growing calls to allow outside experts to inspect the plant's safety.
"As the party with direct responsibility, it's our job to carry out the necessary checks," he said.
From early on, experts have raised concerns about the pool at the No. 4 reactor, where 1,535 fuel rods ? the most of any of Fukushima's six reactors ? were stored because the reactor was undergoing major refurbishing and the fuel ordinarily inside its core was also kept in the pool.
U.S. nuclear officials feared the fuel rods would overheat and melt as water evaporated from the pool.
The pool had enough water to cover the rods, but officials recently said they might have been saved by chance.
When the disaster struck, two additional pools next to the fuel storage pool had been temporarily filled with water to store equipment used during the refurbishing. That water flowed into the fuel rod pool as its water level declined, though it's not clear whether the rods would have been exposed otherwise, Nuclear and Industrial Safety Agency official Masaru Kobayashi said.
A worst-case scenario envisioned by the head of the Japan Atomic Energy Commission two weeks after last year's accident warned that a melting of the fuel rods at the No. 4 reactor would require the evacuation of 30 million people just from the greater Tokyo area.

One would think that the presidential election in post-Revolution Egypt resembles what takes place in democratic countries: Contesting candidates, vigorous campaigns, heated public debate over candidates' portfolios and chances of success, even the Western-style televised presidential debates. Except that Egypt is not a democracy. Not even close to becoming one.
In democracies, voters know what the president's formal, constitutional powers are. And they know for certain. But in Egypt Egyptians will go to vote with no knowledge of what authorities will be vested in the president and whether the candidate who will win the poll will have enough powers to implement the portfolio on which he based his electoral campaign.
With no permanent constitution in place yet, a 60-article constitutional declaration, imposed by the ruling Supreme Council for the Armed Forces (SCAF), lays out a confusing and much-contested "roadmap of transition."
Although the interim declaration does state the powers of the president (albeit murkily), the document is supposed to become obsolete once a new constitution gets drafted and enforced within weeks or months, specifying the system that will guard Egypt's political arena, a system that might as well be presidential, parliamentary or mixed, which each system carrying different possibilities for the nature of the president's post.
The People's Assembly has not yet succeeded in forming a committee assigned to write a permanent constitution for the country, although this was supposed to be the parliament's primary task.
The existence of an interim declaration doesn't make things clearer. There is no consensus over the document, with its articles getting interpreted differently by Egypt's various political entities at different points of time, leaving the country in a vicious circle of constitutional void. A case in point was the debate on the declaration's entailment as to which should take place first: electing a president or writing the constitution that would designate the president's powers. For months, the country's legal experts were divided over the issue -- and conflicting statements were made by political forces, including SCAF members themselves, although SCAF is the very entity that enforced the transition's roadmap.
The roadmap's ambiguity was also clear amid the frenzy over the parliament's threats of passing a no-confidence vote against Ganzouri's cabinet. For weeks, members of parliament, cabinet secretaries and premier, and SCAF -- the three groups publicly contended the People's Assembly's powers and whether it was authorized to dismiss the cabinet. (The crisis ended with a limited reshuffle of four secondary ministers only.)
Not only has the parliament failed to sack the cabinet, but it hasn't made any substantial progress toward democracy in post-Arab Spring Egypt. Similarly, a president without specific and confident authorities is not expected to change Egypt into a democracy.
Even after a permanent constitution gets eventually drafted and the president's authorities get revealed, a civilian ruler is not expected to fully exercise his legitimate powers -- not as long as SCAF is still in session and the Armed Forces are not accountable to the people, not subdued to elected civilian officials and institutions. A Wall Street Journal report published on May 18 predicts what SCAF has already hinted to several times over the past year: that it will not relinquish its upper hand over foreign policy, which includes Egyptian relations with the United States, the provider of annual military assistance to Egypt. The Army is also expected to seek to protect its budget from public scrutiny and parliamentary accountability.
Because democracy essentially entails the subservience of the military to civilian authority, Egypt is not a democracy yet. The mere existence of an elected parliament and the carrying out of presidential elections are no indication that the country is on a solid track of democratization. Not when there is no nationally-respected constitution in place and there is constant dispute and sophistry over the powers of the parliament and president, with the ultimate answers always possessed by 19 military generals who were never voted into office and who continue to keep the country under state of Emergency Law.
Unless elections are deemed to constitute an end in and of themselves, rather than a means toward peaceful transition of power within a democratic framework, there is no point in having high expectations of Egypt's upcoming presidential election.
