Free National Flood Insurance Workshop for Professionals | Maui Now

The Department of Land and Natural Resources, Engineering Division (DLNR) and Federal Emergency Management Agency (FEMA) Region IX will co-sponsor a free workshop March 1 on Maui on the National Flood Insurance Program?s (NFIP) Elevation Certificates (EC).

The workshop is targeted at meeting the needs of land surveyors, architects, engineers and county officials who submit and/or review FEMA?s elevation certificates.

?The National Flood Insurance Program?s Elevation Certificate is an important tool to verify that people?s homes are built above the anticipated flood levels to ensure their safety,? said William ?J. Aila, Jr., DLNR Chairperson, in a written statement.

?Maintaining safe and secure communities throughout the Islands is paramount in Governor Abercrombie?s New Day Plan to invest in Hawaii?s people.?

An elevation certificate is used to determine the proper flood insurance premium rates. It can be used to document elevation information necessary to ensure compliance with community floodplain regulations; and it may be used to support a request for a Letter of Map Amendment (LOMA) or Letter of Map Revision based on fill (LOMR-F).

This training will include an introduction to elevation certificates and review several case studies in Hawai?i that were submitted to the counties for review and approval. ?Participants will learn, step by step, how to complete the EC form and ensure accuracy in the future.

The workshop is being held statewide: O?ahu ? February 27, ? Kaua?i ? February 28, ?Kona, February 29, and Maui, ?March 1.

Former professor's lawyers want trial pushed back (AP)

HUNTSVILLE, Ala. ? Lawyers for a former Alabama professor accused of killing three colleagues during a faculty meeting want a state appeals court to delay her March trial because officials haven't paid for expert witnesses or testing by a neurologist.

The Birmingham News ( http://bit.ly/r0Z3IS) reports that Amy Bishop's court appointed attorneys say the state comptroller's office and a new office of indigent defense services have refused a judge's orders to pay for the defense experts or the testing.

The appeals court on Wednesday ordered the judge and state officials to respond within 21 days.

A trial date has been scheduled for March 19. Bishop has pleaded not guilty by reason of insanity to charges of capital murder and attempted murder in the February 2010 shootings at the University of Alabama at Huntsville.

Amy Winehouse's Inquiry May Be Reopened After Coroner's Resignation

The coroner who headed up the official inquest surrounding the death of Amy Winehouse has resigned, and a judicial investigation has been launched over her qualifications, raising concerns that the circumstances of the singer's death may need to be re-examined.

According to the British newspaper The Guardian, Suzanne Greenaway — the coroner who ruled in October that Winehouse died of "misadventure" — has become the subject of an investigation headed up by the Office of Judicial Complaints, after concerns were raised that she did not possess sufficient legal experience in the U.K. when she was appointed by her husband (a fellow coroner who chaired the inquest) to serve on the legal investigation into Winehouse's death.

Greenaway resigned from her position as an assistant deputy coroner in November after it was discovered she had not been a registered lawyer in the U.K. for the required five years. Her resignation was announced on Wednesday. According to British law, Greenaway would have needed either five years with the Law Society or five years of experience as a qualified medical practitioner. She has met neither set of criteria.

Her husband, Andrew Reid, said in a statement that he believed that Greenaway's legal and medical experience in Australia qualified her to lead the legal inquest, but admitted in a statement that he "had made an error in good faith."

Reid also said that, while he was "confident" all the inquests handled by his wife were done so correctly, he would be writing to the 30 families whose relatives were subject to those inquests (including Winehouse's) "to personally apologize and offer for their cases to be reheard if requested."

It is not known whether the Winehouse family will opt to have the late singer's inquest reopened. In a statement released to the Independent newspaper, the family said they were "taking advice on the implications [of the investigation into Greenaway's qualifications] and will decide if any further discussion with the authorities is needed."

Winehouse's father, Mitch Winehouse, later took to his Twitter account to add, "Don't worry about coroner nonsense. We are all okay."

New Android malware? Or just an ad network? (Digital Trends)

Security firm Symantec raised eyebrows last week with a security notice about software it has dubbed Android.Counterclank, malware that the company claims can be found in over a dozen apps in the official Android market that have been installed as many as 5 million times. According to Symantec, CounterClank is a ?bot-like? threat that, once installed on an Android device, can steal information and pass it along to a malicious host, and the software can respond to remote commands to carry out certain actions on the Android device. Devices with the software running might see a service running under the name ?apperhand,? along with a new Search icon on the home screen.

A selection of the thirteen applications identified by Symantec have been pulled from the Android Market, but it?s not clear whether the apps were removed because of the presence of the possible malware or for unrelated reasons.

However, another mobile security firm, Lookout, says ?Apperhand? isn?t malware at all: instead, they believe it?s an ?aggressive form of ad network? that doesn?t have any malicious behaviors?but definitely pushes the limits of what users might expect an ad-enabled app to do.

?Malware is defined as software that is designed to engage in malicious behavior on a device. Malware can also be used to steal personal information from a mobile device that could result in identity theft or financial fraud,? Lookout wrote on its site. ?Apperhand doesn?t appear to be malicious, and at this point in our investigation, this is an aggressive form of an ad network?not malware.?

According to Lookout, Apperhand pushes the envelope for ad network SDKs by including the capability to place a search icon on the mobile desktop, placing advertising in the Android device?s notification bar, and push bookmarks to the device?s mobile browser. Lookout admits they aren?t fond of these practices, but they don?t believe they meet the threshold for malware: the search engine, bookmarks, and notifications do no appear to be malicious. Lookout also notes that while Apperhand does forward along uniquely identifiable information, the same is true for nearly all ad networks, and Apperhand is obfuscating the data before it?s transmitted.

Both companies say they are continuing to investigate the software.

[Update 31-Jan-2012: Symantec has issued a follow-up detailing some of the Apperhand functions, and says they've confirmed the Apperhand code comes from a developer that publishes an SDK for monetizing Android applications. Like Lookout, Symantec questions Apperhand's functions?including setting up home screen icons and pushing bookmarks without disclosure?but now stops short of calling it malware.]
