New home for UBC Rugby ? UBC Public Affairs

Athletes and fans will enjoy the new home of University of British Columbia rugby teams at the $2.5 million Gerald McGavin Rugby Pavilion, announced today by Department of Athletics and Recreation and set to open in October 2012.

Located near West 16th and East Mall on UBC?s Point Grey campus and overlooking the Arthur Lord and Frank Buck fields, the Pavilion will feature change rooms, offices, storage space, and bleacher seating for 300 spectators.

The Gerald McGavin Rugby Pavilion will benefit rugby, high performance sport and social life on campus with the addition of a much-needed clubhouse lounge for alumni, students and sport groups.

?Having this facility will showcase our sport,? says UBC men?s rugby general manager Spence McTavish.? ?More importantly, it will bring alumni and rugby fans together.?

The facility is named in honour of UBC Commerce alumnus (?60) Gerald McGavin, a member of the BC Rugby Hall of Fame who generously donated $800,000 towards the project.

?Some of my fondest memories from my athletic career come from playing rugby,? says McGavin.? ?I learned what it takes to work as a team, the value of sportsmanship, and at the same time, I forged relationships that lasted a lifetime.?This facility is the opportunity for the next generation of rugby players to do the same.?

The UBC Thunderbirds women?s rugby team kicks off its season on September 21, 2012 at UBC?s Wolfson Field. The men?s rugby season begins September 15, 2012.

Gerald McGavin is the Director and President of McGavin Properties Ltd., a Member of the Order of Canada, a Fellow of the Institute of Chartered Accountants and the Trust Companies Institute of Canada.? He has received the Montblanc de la Culture Arts Patronage Award for Canada, the Lifetime Achievement Award from the Institute of Chartered Accountants of BC, and the Queen?s Golden Jubilee Medal.

Initial financial and organizational leadership for the project is being provided by former UBC rugby players Peter Bull, Andrew Hamilton, Greg Obertas, Keith Spencer, Peter R. Mortifee, Donald Carson and family, Rob McCarthy and Andrew Bibby.

Funding for the Gerald McGavin Rugby Pavillion includes:

White confirmed the report about his new demanding media career ? and Pyles? poor golfing. The group used only one of Pyles? scores for all 18 holes. How many of White?s were used?

Pyles may struggle at golf. But he feels pretty confident he will win an appeal of a recent Will County Electoral Board ruling that knocked eight Democrats off the Will County Board ballot in November.

Pyles tells the story of another case he handled for Rich Girot, who was kicked off the ballot for mayor in Braidwood in 2003.

Pyles lost that case at the electoral board, the circuit court and the appellate court levels. But he won at the supreme court by a vote of 6-1.

The final win didn?t come until more than a year after the Braidwood election, however. Pyles is hoping for a more timely decision in the Will County case.

After the Aug. 6-7 meetings, the Joliet City Council takes its regular meetings on the road for three months while the council chambers are remodeled.

The pre-council workshop meetings will stay at City Hall in a conference room. Regular meetings will go to Plainfield South High School, Joliet Central High School, Joliet Junior College, the Joliet Historical Museum, and Joliet Township High School?s administrative building.

Assistant City Manager Ben Benson said the remodeling project is expected to start Aug. 9.

Apple: 3M copies of Mountain Lion out in 4 days

NEW YORK (AP) ? Apple says Mac users downloaded 3 million copies of Mountain Lion, its latest operating system, in the first four days it was available.

That makes it the fastest launch of an Apple operating system ever, the company says. It released Mountain Lion Wednesday.

Apple charges $20 for the software. That pays for downloads for all of a buyer's personal computers.

Apple also provides the OS for free to buyers who bought a Mac on or after June 11.

Mountain Lion brings features from the iPhone and iPad to the Mac. The enhancements include tight integration with Apple's online storage service, iCloud, and a "Notification Center" that shows incoming mail, calendar reminders and other events.

Penn State likely will loan money to pay NCAA fine

WASHINGTON (AP) ? The president of Penn State says the university will probably have to give its athletic department a long-term loan to pay the $60 million fine imposed by the National Collegiate Athletic Association in light of the child sex abuse scandal.

Rodney Erickson told CBS's "Face the Nation" program in a broadcast aired Sunday that a combination of funds including the football program's financial reserves will be used to pay the fine.

Asked whether Penn State had put too much emphasis on football, Erickson called the athletics program "a tremendous success" but said some parts perhaps "became too much areas unto themselves."

Erickson also said people will have to judge for themselves the legacy of longtime coach Joe Paterno, but he said he believes the coach's educational legacy will stand.

Most music stores are all about telling customers what to buy. But Laurie?s Planet Of Sound, a Chicago-based retail and second-hand record store, has officially created a list of artists whose CDs?it has no interest in buying or reselling.

According to the breakdown, Melissa Etheridge, Jessica Simpson, Soul Asylum, Jewel, and Perry Farrell are among the many musicians turned away from its shelves.

The list, established three or four years ago by an employee,?has been?officially dubbed ?The Do Not Never Ever Buy List.? It itemizes over 50 artists and a few generalized collections -- almost all soundtracks ?- that the store refuses to purchase in CD format.

Manager Nick Myers told NBC News?that the list was created specifically for CDs, not records, due to waning sales of that format.

?You begin to reflect what your customer base is looking for. In our case, it?s a lot of indie rock and classic rock; classic music of the ?50s, ?60s, ?70s until now,? Myers says. ?I?ve been here for?10 years and a lot of that stuff we used to sell, no problem, but over time, (it) falls out of favor?It?s just kind of specific for us, being in Chicago, in a dense, urban demographic.?

Meant as a guide for employees and also a joke for customers, ?The Do Not Never Ever Buy List? has been posted behind the register desk until recently, and continues to grow over time. Also included with the undesirables are artists like Fuel, Macy Gray, Journey, Foreigner, and ?60s/70s Artists? CDs from the 80s/90s/2000s.?

Myers explains, ?An example of that would be like a David Crosby record from 1999 ?- artists who came into popularity in the ?60s and ?70s ?- (we won't buy any) of their later CDs.?

He also clarified a line nixing, ?everything Pitchforky.?

?The ?15 minutes of fame,? flavor-of-the-moment CD on Pitchfork ?- in one year, be wary of it,? Myers notes, referring to the popular music blog. ?I don?t know if it has quite the power it once did. It used to be anybody that got a good review on Pitchfork, we would have to make sure we got it in because we would have a flood of people come in and say, ?I heard about it on Pitchfork, I want to buy it.??

Late pop icon Whitney Houston was added to the list prior to her death in February, although Myers notes that now her greatest hits album would probably sell fairly well.

So far, few customers or industry representatives have complained about the list. Myers said everyone finds it pretty funny, though some did accuse the store of embracing a high-brow, ?holier than thou? attitude.

Myers adds, ?There were some negative comments?But I can?t think of a record label per se that came forward and was like, ?Why don?t you like k.d. lang???

Salmonella scare: 29,339 pounds of beef recalled

SCARBOROUGH, Maine -- Hannaford Supermarkets is alerting consumers that Cargill Beef is voluntarily recalling 29,339 pounds of ground beef that may contain salmonella.

The 85-percent-lean ground beef was produced at Cargill's plant in Wyalusing, Pa., on May 25, and repackaged for sale to consumers by customers of the Kansas-based company.


Cargill President John Keating says in a statement, "Food-borne illnesses are unfortunate and we are sorry for anyone who became sick from eating ground beef we may have produced."

Hannaford's says consumers should check their ground beef for "use or sell by" dates between May 29 and June 16. Refunds will be offered for ground beef with those dates that is returned.

Shrimp and Grits with Red Stag Honey Tea Bourbon Sauce

This summer Red Stag by Jim Beam teamed up with Adam Richman, the popular "Man v Food" host, to bring the unexpected combination of Jim Beam's newest flavor innovations in the form of a food truck!

The truck was in Chicago June 29th and 30th, but don?t fret, because we?re such an awesome city there are tasting events this coming weekend around Chicago. Samples of Red Stag?s Honey Tea, Spice, and Black Cherry will be available Friday July 26th at Mothers Too, July 27th at Streeters, and July 28th at Saddle Up Saloon.

Red Stag was kind enough to provide me with a bottle of each of their different flavors of bourbon, a gift card for buying ingredients, a sweet cocktail shaker and two great Red Stag glasses for my concoctions!

Pairing his signature 'no holds barred' personality with a flavorful kick, Richman worked with Jim Beam to create unique menu items inspired by and prepared with the Red Stag expressions. While you?ll be able to see Adam?s creations online, my first out-of-the-box idea is below!

I wanted to create a dish that went with my easy lazy Sunday afternoon cocktail, a twist on the Arnold Palmer, a drink made with lemonade and Red Stag Honey Tea bourbon. It?s super easy to make and will have you cooled off in no time in the hot Chicago sun. Just use equal parts lemonade, ice, and Red Stag Honey Tea, stir or shake it together and serve on ice! If you don?t want your drink to dilute I suggest you freeze some lemonade in ice cube trays ahead of time and use those instead of regular ice cubes!

Since bourbon comes from the South and so does sweet tea, I wanted to create a southern dish to go with Red Stag?s Honey Tea. The first idea to pop in my head was shrimp and grits! This is a dish I?ve wanted to make for a while, but haven?t exactly had an excuse to make; this challenge was the perfect opportunity!

Ingredients:

  • 1 cup water
  • 1/3 cup stone-ground grits, use the real ones if you can, not quick-cooking
  • 1 tablespoon butter
  • 1/4 cup ricotta
  • 1/4 cup goat cheese
  • 1/3 cup Red Stag Honey Tea
  • Salt and pepper, to taste
  • 2 slices thick-cut bacon
  • Pinch of crushed red pepper flakes
  • 3 cloves garlic, minced
  • 8 medium shrimp, peeled, de-veined and tails removed
  • 1 teaspoon lemon juice
  • ?chives

Directions:

  1. In a medium saucepan, bring the water to a boil.
  2. Reduce heat, simmer and stir in grits. Cook grits for 7-10 minutes or until tender and water is absorbed.
  3. Remove from heat, add in butter, cheese, salt and pepper and stir until melted. Set aside.
  4. While grits are cooking, cook bacon in a skillet over medium-low heat until crisp. Remove from pan, crumble and set aside.
  5. To the bacon grease in the skillet, add half the garlic and bourbon. Cook for 1-3 minutes until reduced by half, and remove from heat and stir in lemon juice. Set aside.
  6. In another pan add shrimp, other half of garlic, red pepper flakes and other seasonings you may like and cook until opaque and pink, about 3 minutes.
  7. Plate by pouring shrimp and sauce over grits and topping with crumbled bacon and chives.

From planning battles to organizing trash collection: Libyans settle into peace

A reporter who covered the battle of Tripoli returns for Libya's first election in decades to find a city that has achieved a tenuous peace.

?See that? We have 3,000, maybe 4,000 like it,? says one of them, a tall young man in camouflage named Sari. ?What we need is not guns and chaos ? it?s order.?

I don?t know whether Sari's estimate of 3,000 to 4,000 Libyan Army cars is accurate. I do know that he voiced the hopes of millions ? hopes that seem to be coming true as order slowly returns to Libya.

When I came to Tripoli in August 2011, militiamen were fighting Muammar Qaddafi's forces for control of the capital. It was a time of heat, power outages, checkpoints, green flags pulled down and trampled, and gunfire ? some of it far-off, some of it close. Everybody, it seemed, had a gun then. My neighbors in the old city, where I rented a house, had guns. They were mainly the sons of fishermen and laborers. Overnight they became revolutionaries, too.

Since Mr. Qaddafi fell, some militias have resisted calls from the interim government to disband. Some have also brandished their weapons for political power grabs, while local arguments have spiraled into gunplay.?When?Libyans voted on July 7 for the first time in more than four decades, they feared that violence would disrupt the election.

Happily, it didn?t, and in Tripoli, at least, Libyans are now quick to assure visitors that things are getting better.

The other day I dropped by ?my? neighborhood in the old city. There were the same dusty alleys, the same barefoot children. But there were no guns in sight.

?John!? came a voice. It was Ayman, the young man who had rented me his house. He is married now and wears a heavy silver ring.

We sat in his courtyard under a jacaranda tree, drank coffee, and talked. Ayman had repainted his wall and his neighbors had built a new one.

?More and more, people are taking care of the neighborhood,? he said. ?The other day the people here went over to the waterfront and picked up litter.?

?Shouldn?t the state handle that kind of thing?? I said.

?Right now the state is weak,? said Ayman. ?We can?t wait for it.?

It's a big change from 11 months ago, when my neighbors organized to do battle. Now, they had organized a trash detail.

Civic activism is getting more common, according to Taha Shakshuki, a member of Tripoli?s local council, and militias have begun allying themselves to the defense and interior ministries, he says.

Yet peace is tenuous. Recently there has been fighting in the southeastern city of Kufra over tribal disputes. Everywhere, tempers flare quickly.?Yesterday the arrest in former Qaddafi stronghold Bani Walid of two journalists from Misratah prompted an ultimatum from a Misratah militia commander: Free them within 48 hours or face assault.

Mr. Shakshuki said that the relative calm in Tripoli is due in large part to its inhabitants? attitude.

?The government has asked people to surrender weapons but has no means to enforce it,? he says, explaining that instead, officials passed the message through family networks to at least keep guns at home. ?Social life here, social ties, have a big effect," he says.?

There is still much work ahead if Libya?s leaders are to meet their goal of folding militias into national armed forces.

I asked Sari, the soldier, about this. He served in Libya?s Army before the war, then joined a militia to help bring down Qaddafi. Now he is back in the Army.

?Those who stayed in the militias don?t have jobs or anything to do,? he said. ?Libya is like a flower? ? he bent and touched some small red blossoms beside the steps ? ?and needs water.?

Tech companies are no strangers to the game of follow the leader -- industry imitation is, after all, the sincerest sign of a successful product. In the case of the Galaxy Note, Samsung's phablet wonder has been enjoying some unexpected popularity in markets abroad and even here in the US. But the company's ownership of that once-niche category is about to be contested by a surge of copycats, spearheaded by the stylus-toting LG Optimus Vu ($866 unlocked). It should go without saying: this 5-inch not-a-smartphone, not-yet-a-tablet has a steep climb ahead if it wants to oust or even claim equal billing with its successful opponent.

Of course, the Vu isn't launching an attack on all fronts yet as, right now it's a Korea-only affair running Android Gingerbread. (It redeems itself somewhat with an LTE radio.) Though the competition is welcome, the duel is not an even one, given the Vu's unusual mix of internals: a 1,024 x 768 HD-IPS LCD display, dual-core 1.5GHz Snapdragon processor, 32GB of non-expandable storage, an ample 2,080mAh battery and a region-specific T-DMB TV tuner. But could that be enough to dethrone the current category king, or at least present a viable alternative? Join us after the break as we crack this rectangular nut and winnow out the marketing noise.

Bing Fund: Microsoft Officially Launches Its New Angel Fund And Incubator Program

This wasn?t exactly a secret anymore, but Microsoft just officially unveiled its Bing Fund, a new angel fund and incubator program sponsored by Bing and ?backed by the experience, expertise, and resources of Microsoft.? The idea here, says Microsoft, is to ?partner with like-minded entrepreneurs?great talent that is innovating online to solve big problems and create amazing new experiences.? The fund is looking for startups that focus on mobile and web experiences and which provide ?both inspirational vision? and the ?ability to execute.?

Microsoft also recommends that the startups that plan to apply for this program already have a working prototype and a broad plan for how to tackle the problem they are trying to solve and what the market for their products looks like.

Startups will be accepted on an on-going basis and the Bing Fund is also looking to partner with existing accelerators to find potential candidates for the new fund. The plan is to focus on just a few startups at a time and as companies graduate, new ones will be accepted to fill their spots. Microsoft doesn?t promise that it will acquire successful startups, but the company says that ?acquisition is always a possibility.?

Besides receiving funding, the startups that are accepted into this program will receive subsidies to use Bing?s APIs and also access to technologies developed by Microsoft Research. Microsoft also plans to provide these startups with mentors inside the company and promises that the IP and product will remain in the hands of the participating companies.

Startups that are located in Seattle will also be able to take advantage of co-workspace in Bellevue (a few miles away from the company?s main Redmond campus), where the Bing Fund team and Microsoft?s machine learning, search and data experts are located.

It?s worth noting that the Bing Fund does not require companies to use development stack, but it does encourage startups to participate in its BizSpark program, which gives companies that are less than three years old and make less than $1 million per year discounted access to its development tools. BizSpark already works with TechStars, by the way, to make $60,000 worth of Azure compute and storage services available to the companies in its Microsoft Accelerator for Windows Azure program.

Jack White and Neil Young are to headline this year?s Voodoo Music Festival and Arts Experience. The two artists will be the marquee names at the festival which brings together musicians from a wide range of genres at City Park in New Orleans in October. Jack White is to headline this year?s Voodoo Music Festival along with Neil Young (PA) White has a wide ranging back catalogue of tracks that he could perform while Young is to be joined by his legendary backing band Crazy Horse. He collaborated with the band on his new album Americana. The festival takes place from the 26th until the 28th of the month and it?s not just the former White Stripes man and the Canadian folk rocker who festival-goers will be able to see. Also on the bill are Green Day, with fans of the band likely to hear tracks from their three upcoming albums entitled ?Uno!, ?Dos! and ?Tr?!. Dubstep man Skrillex and funk artist Bootsy Collins are also due to appear while Toots and the Maytals, the Avett Brothers and the Preservation Hall Jazz Band will feature too. Since the festival began, on Halloween weekend in 1999, it has seen a number of high-profile artists perform. These include Eminem, Wyclef Jean, Nine Inch Nails, REM and Kiss, amongst others.

Web-based malware determines your OS, then strikes

New malware that is spread via the Web, and is operating system-agnostic, has been discovered by researchers at F-Secure.

The malware uses social engineering by showing this "warning" (top?version shown here is for Windows, the bottom is?for Mac) when a user visits the tainted page and gets the "warning."

It doesn't matter which operating system you're using, says F-Secure; the file first?"checks if the user's machine is?running in Windows, Mac or Linux then downloads the appropriate files for the platform."

The payload? "Once it has found out which operating system you are running, the Java class file will download the appropriate flavor of malware, with the intention of opening a backdoor that will give hackers remote access to your computer," writes Sophos Security's Graham Cluley on that company's blog.

Topher Kessler of CNET's Blog Network notes that if "at any?point you see a program, applet, or other resource attempt to use a self-signed certificate, then be sure you personally trust the source before using it (i.e., it is from a server you own or manage)."

Legitimate vendors will "use certificates signed by an authority like VeriSign, which authenticates to the root certificates in your system to ensure applets and other transactions with the service are legitimate and secure," he writes.

Cluley notes that this "isn't, of course, the first cross-platform malware that we have seen. For instance, in 2010 we saw the?Boonana malware?which similarly used a malicious Java applet to deliver a cross-platform attack that attempts to download further malware on Windows, Unix and Mac OS X."

Dear Ginger: The fear of being left behind.

Dear Ginger,
As all of many of my close friends from school have been getting into serious relationships and some even getting engaged, I have found myself having a really hard time with the way that my friendships are now changing as a result. I have this constant fear in the back of my head of being left behind. I wanted to ask you if have any advice or encouragement from your season of singleness before getting engaged and then married. Did you have these struggles and if so, how did you handle them?

Dear M,

Thank you so much for sharing your question today. I can totally identify with your struggles.??I know well the fears, the hopes, and the frustrations that you?ve expressed. I spent my teen years and most of my 20?s wondering if I was EVER going to have a relationship. Through those decades there were many weddings to attend, friends to cheer on, bridesmaid dresses to buy? and yet, there I was? still minus the ?plus one? portion of my invitations.

Most days I was okay filling my time with ministry, friendships, books, and goals. But catch me near a holiday, wedding, or after a chick flick? and you would have found me weeping on my bed at night, terrified that I would be the only one still on my own while all of my friends built new lives. I look back at those younger versions of myself ? 15,18, 20, 23, 26, 27 ? and see girl who was trying so hard to be Miss Independent and all the while desperately desiring to be claimed as someone?s ?dependent.?

So before I go into my thoughts and suggestions let me just say that I know none of this is going to be a perfect answer. I?m praying right now that it won?t feel like a pat response from a married woman. Half of the books on singleness on Christian bookshelves make me want to roll my eyes and pick up Harry Potter as a diversion instead. ?Dance like a wildflower princess!?? Lovely sentiment, but during my seasons of singleness, I just wanted someone to shoot straight and acknowledge that even though I trust the Lord, that sometimes waiting feels awful and painful. And sometimes it feels okay and not bad at all.

I went through a really warped time in my relationship with the Lord where I truly thought that unless I could be happy being a lonely, that I was being disobedient. But there?s a problem with that line of thinking: Then the Lord God said, ?It is not good for the man to be alone. I will make a helper who is just right for him.? (Genesis 2:18, NLT)

I felt like I was being more holy by being completely alone. That?s not good. In fact, GOD says it?s NOT GOOD for us to be alone. Yes, He has given us the gift of marriage, but He has also given us the gift of platonic relationships. Life is going to contain some lonely parts, but I don?t think we should punish ourselves with it. Some seasons will hold more friendships and relationships. Others will require that we depend upon the Lord and remain thankful for a small circle of friends.

I also had a time in my life where I honestly believed that as long as I?wanted ?a someone? or to be married, that God was going to hold out on me until I learned to be content in the current situation. And while God does sometimes desire to teach us patience, there was another problem with my line of thinking.

And so I tell you, keep on asking, and you will receive what you ask for. Keep on seeking, and you will find. Keep on knocking, and the door will be opened to you. For everyone who asks, receives. Everyone who seeks, finds. And to everyone who knocks, the door will be opened. ?You fathers?if your children ask for a fish, do you give them a snake instead? Or if they ask for an egg, do you give them a scorpion? Of course not! So if you sinful people know how to give good gifts to your children, how much more will your heavenly Father give the Holy Spirit to those who ask him.? (Luke 11:9-13, NLT)

I would tell my 20-something?year old self that It?s okay to hope for and want marriage. It?s ok to want a relationship. It?s ok to ASK for a relationship. You don?t have to be ashamed of your requests or fearful of His response. Trust His timing and His desire to see you live an exciting and heroic story full of love.

But what do we do when everyone around us seems to be moving into a new season of life? We have to remember that relationships are seasonal. I?m working through that very concept with my counselor each week. I broke down crying out of loneliness and fear that I don?t give my friends enough attention. As we get older the breadth and span of our relationships get wider and wider: high school, college, camp, work, church, neighbors, family? and on and on! I can?t keep all of those balls in the air. As painful as it is, I had to finally realize that friendship works both ways. Some friends I bounce the ball to them and they joyfully send it right back. Others seem to? well, drop the ball. Mourning that change is healthy and necessary. We just have to be careful about hanging our happiness on a friendship or relationship. Of course it?s sad to see any relationship change, but we have to know that some friendships are seasonal. Will you still be able to find joy in the life God has given you even if your friendships change?

I think it?s also okay that you aren?t overwhelmed with joy for your friends right now. I think your heart to love them in spite of that fact shines through in the way you are seeking wisdom and advice during this season. You want to be joyful for your friends, I can hear it in the way you wrote about them. So why not ask? Cry out to God, surrendering your hurt and desires to Him a thousand times a day if you have to. Just remember that through every season, God is with you. He is near and not far off.

As you pray, acknowledge the blessings in your life. Ask God to show you ways you aren?t alone, and give thanks. I hope that you do have friends with whom you can be your real self ? even the hurt, disappointed and tear-stained version of yourself. We don?t have to go through the hard seasons alone. Rather than turning inward, let the community around you lift you up during this time. It?s okay to be the one who needs the encouragement!

I tend to find joy when I look outward. I know that my own pain is magnified when I focus all of my attention on me. Continue to serve and love those around you. Let yourself enjoy serving, giving, and receiving love.

Again ? my hope and humble prayer is that God will somehow use this rambling post to remind your heart how specifically and tender He loves you? in this and every season.

Race for White House remains a dead heat, poll shows

Economic discontent and substantial dissatisfaction with Barack Obama's performance in office are keeping Mitt Romney competitive in the presidential race - but not by enough of a margin to overcome Obama's stronger personal profile. The result: A dead heat in voter preferences at the midsummer stage, with the prospect of an epic battle ahead.

While most Americans continue to disapprove of Obama's handling of the economy, that's not his only problem. More than half fault him on health care and immigration as well. Sixty-three percent say the country's headed in the wrong direction, an unhelpful view for an incumbent. And among groups, he's losing swing-voting independents by a record 14 percentage points.

Yet Romney faces significant challenges of his own in the latest ABC News/Washington Post poll. His supporters are more apt to be against Obama than explicitly for Romney - a "negative" vote that can be less compelling than an affirmative one. His supporters are less strongly enthusiastic than Obama's. While Obama is vulnerable on the economy, Romney is weakly rated on having offered a clear economic plan. And Obama leads on a range of personal attributes - empathy, standing up for his beliefs and, especially, basic likeability.

Obama also continues to prevail in expectations: Despite his troubles, this poll, produced for ABC by Langer Research Associates, finds that Americans by 58-34 percent expect him ultimately to defeat Romney and win a second term. That's Obama's best on this gauge to date (previously measured against "the Republican nominee"), a sharp difference from last October, when, with economic discontent at a higher pitch, 55 percent thought Obama would lose. Today, even among Romney's supporters, a quarter think Obama will win.

With a 47-47 percent Obama-Romney contest among registered voters, the overall results point to a sharply defined race: On one hand Obama, the more personally popular candidate, with a larger and more energized partisan base, yet weak performance scores; on the other Romney, his opportunities to capitalize on Obama's vulnerabilities complicated by his difficulties in capturing the public's imagination.

Helpful to Obama, given the economy, is the fact that in deciding their vote, Americans by 51-33 percent are focused more on what he'd do in his second term as president than on what he's done in his first. Among registered voters who are more concerned about what Obama's done so far, Romney leads by 18 points, 55-37 percent. Among those more focused on what he'd do if elected to a second term, by contrast, Obama leads by 59-36 percent, a 23-point margin. It marks why he's trying to point ahead ("Forward" is the campaign slogan); Romney, back.

ROOM - There's room to move: One in five of Romney's current supporters, and one in six of Obama's, say there's a chance they could change their mind and support the other candidate. Very few, though, say there's a "good chance" they could shift - a mere 4 percent of Obama's supporters, 8 percent of Romney's.

That suggests that more than changing minds, the contest likely is to be about motivating turnout - and here Obama has an edge. Among registered voters, half of his supporters (51 percent) are "very" enthusiastic, vs. 38 percent of Romney's. It can matter: Strong enthusiasm is a measure on which Obama crushed John McCain in 2008, and on which George W. Bush beat John Kerry in 2004. Still, while lagging, Romney's strong enthusiasm has improved by a dozen points since spring.

In another measure, moreover, 75 percent of Obama's supporters say they mainly are for him, rather than against his opponent. For Romney that shifts dramatically - just 37 percent of his supporters mainly are for him, while 59 percent say they're chiefly opposed to Obama.

To some extent that's what happens in a re-election race - largely a referendum on the incumbent. But it can be harder to motivate voters who lack an affirmative reason to support a candidate; Romney's numbers on this measure resemble Kerry's in 2004.

PERFORMANCE and ISSUES - While Romney's difficulties include atmospherics such as expectations, Obama's are more performance-based. His overall job rating is 47-49 percent, approve-disapprove (the same as in May). It's majority negative on his handling of the economy, 44-54 percent; health care, 41-52 percent (a numerical low in approval, with no bump from last month's Supreme Court ruling); and immigration, 38-52 percent (also bumpless despite his initiative halting enforcement against many illegal immigrants who arrived as minors).

The "wrong track" number, at 63 percent, is hazardous to Obama, but not dispositive. It was worse on the way to George H.W. Bush's losing re-election bid in 1992 (83 percent that June). But it also was worse than it is now (70 percent negative) in June 1996, the year Bill Clinton went on to win a second term; the sentiment subsided as the campaign progressed. And it was negative, as well, (55 percent "wrong track") days before the 2004 election, when the second President Bush won regardless.

The question is whether Romney can do better, and on a range of issues the call is a close one. The economy's the big kahuna - 89 percent say it's important in their vote choice, 53 percent "extremely" important - and Romney and Obama are close in trust to handle it, 49-44 percent (48-45 percent among registered voters). They're also close in another question, being seen as having presented the clearer plan for dealing with the economy, 43-38 percent, Obama-Romney.

Still, the public, by a 7-point margin, 43-36 percent, calls Obama's handling of the economy a major reason to oppose rather than to support him. And among registered voters who call the economy "extremely" important in their vote choice, Romney leads in vote preference by 54-41 percent. Those results underscore the extent to which Obama needs the economy to improve or - an equally difficult task - the subject to change.

Health care, the deficit and taxes trial the economy as top issues among those tested in this survey, followed by Supreme Court appointments and immigration. Romney has a 10-point advantage in trust to deal with the deficit; Obama, 11 points on appointments to the high court. On each of the rest, they're essentially even.

TAXES, JOBS and BAIN - One notable result is the fact that Obama and Romney are rated evenly in trust to handle taxes, usually a strong issue for Republican candidates (although Obama's seen better, leading on taxes in February, as well as vs. McCain in 2008.) It's a competitiveness Obama may have had in mind in pressing Monday to extend Bush-era tax cuts for those with incomes less than $250,000.

Obama's biggest issue shortfall is on a related matter, the deficit; among registered voters who call it extremely important in their choice he trails Romney by a vast 25-70 percent. That said, with unemployment stubbornly at 8.2 percent, deficit concerns are countered by economic woe: The public divides, 48-45 percent, on whether it's more important for the government to spend money to try to create jobs, or to hold down the deficit. These views, naturally, cut sharply to vote.

Spending on jobs has risks, given Obama's vulnerability to the "big government" tag: The public by an 11-point margin, 37-26 percent, sees his views on the size and role of government as a major reason to oppose rather than support him. (The rest say it's not a major factor.)

There's no such net negative in views of Romney's background buying and restructuring businesses - an even split on whether his Bain Capital background is a major reason to support or oppose him (23-24 percent), with 50 percent saying it makes no difference.

There's a close division, as well, on whether Romney at Bain Capital did more to create or cut U.S. jobs, 36-40 percent - a complication in his efforts to take the jobs issue to Obama.

HEALTH CARE - On another issue, health care, the candidates' best path is unclear. While Obama shows no advantage on the issue, his law itself has gotten something of a boost - Americans now divide evenly on it, 47-47 percent, support-oppose. It was 39-53 percent in April, before the Supreme Court upheld the law's individual mandate.

With support for the law divided and Obama's approval rating on handling health care weak, there's opportunity for Romney; he gets 9 points more support than opposition, 38-29 percent, from his call to repeal the law (with the rest saying it's not a major factor). But there's little support for complete repeal in and of itself - just 18 percent overall. Other critics of the law divide evenly between a preference to repeal only parts of it, or to wait and see its impact first.

In any case, positioning on the law may not change many votes: Americans divide exactly evenly, 28-28 percent, on whether they'd be more likely to support or oppose a candidate for Congress who supports the health care reform law. Four in 10 say it won't make much difference.

PERSONAL ATTRIBUTES - Beyond the issue wars, as noted, Obama retains advantages over Romney in personal qualities, including a vast 36-point advantage in being seen as more friendly and likeable, and a more important albeit narrower 10-point lead as better understanding the economic problems Americans are experiencing.

Obama also holds a slight 9-point edge as being more apt to stand up for what he believes; the two are closer on who's the stronger leader. All these have held essentially steady since spring.

GROUPS - Vote preferences among groups, as noted, include Romney's best showing to date among registered voters who identify themselves as independents, 53-39 percent. Obama comes back to parity overall because Democrats account for a larger share of the pie than Republicans, 36 percent of registered voters vs. 27 percent.

Among other groups, preferences among married women who are registered to vote continue to be unsettled; they now divide very closely, 44-47 percent, Obama-Romney, after a better result for Obama in April and for Romney in May. Obama's support meanwhile is a bit softer than usual among unmarried women, but his best to date among unmarried men. The gender gap more generally is back - Obama up by 8 points among women, Romney by 7 among men.

Romney, for his part, ties his best result so far among senior citizens, 57-37 percent, and runs evenly with Obama among college graduates, a group in which Obama did better earlier this year.

Combined with the closeness of the contest, the sharp differences among groups make the 2012 election look like one in which broad themes are likely to matter less than either a breakout event - or, more likely, each campaign's eventual proficiency at persuading its supporters to vote.

METHODOLOGY - This ABC News/Washington Post poll was conducted by telephone July 5-8, 2012, among a random national sample of 1,003 adults, including landline and cell-phone-only respondents. Results have a margin of sampling error of 4 points for the full sample and registered voters. The survey was produced for ABC News by Langer Research Associates of New York, N.Y., with sampling, data collection and tabulation by Abt-SRBI of New York, N.Y.
