Barclays profit up, investment bank pain continues (Reuters)

LONDON (Reuters) ? Barclays Plc's (BARC.L) underlying quarterly profit rose 5 percent as gains in retail banking and credit cards took up the slack from its investment bank, which suffered a third straight sharp fall in quarterly income.

Barclays said on Monday capital markets had remained difficult in October as the euro zone's financial problems deepened, and were likely to remain tough despite improvement since last week's announcement of plans to solve the crisis.

"There's no question market conditions this year have been challenging and we'd expect that to continue in some way into next year, given the weaker economic growth we're seeing," said Chief Executive Bob Diamond.

Barclays has axed about 3,500 jobs this year, more than the 3,000 cuts that had been earmarked for the year in August, and Diamond said the trend could continue as he fights to revive profitability and slash costs.

Pretax profit in the third quarter through September reached 2.4 billion pounds ($3.9 billion). Stripping out a 2.9 billion pound gain on the value of its own debt and other one-off items, profit was 1.34 billion pounds, up 5 percent on the 2010 period.

Analysts said the weakness in the Barclays Capital (BarCap)investment bank had been taken up by improvement in other areas, notably UK retail banking and the Barclaycard credit card arm.

"It does look as if all their businesses are making a contribution, which is always a decent sign," said Cavendish Asset Management fund manager Paul Mumford, whose firm owns around 1 million Barclays shares.

By 0950 GMT Barclays shares were down 2.1 percent at 197 pence, slightly firmer than a 2.9 percent drop in the European bank index (.SX7P).

Barclays and its domestic rivals face having to separate their UK retail banking operations under planned reforms to safeguard taxpayers, but the bank declined to say how much extra this could cost.

It cut its holdings of troubled eurozone sovereign debt -- from Greece, Spain, Italy, Portugal and Ireland -- by 31 percent to 8 billion pounds. Half of that is Italian government bonds, and 2.7 billion more is Spanish sovereign debt.

Top-line income at BarCap, which is expected to provide more than half of this year's group profit, fell to 2.25 billion pounds, down 22 percent from the second quarter to be in line with the consensus forecast as capital markets activity was

hit hard across the industry.

Analysts said that was a more resilient performance than U.S. and European peers, who have shown an average fall of about a third. BarCap typically outperforms during difficult markets and can lag growth when markets boom.

Revenue in its fixed income, currencies and commodities (FICC) dropped 16 percent from the second quarter -- better than expected -- but equities income slumped 40 percent and advisory income was down by a quarter.

BarCap's operating expenses were 1.8 billion pounds in the latest quarter, down 7 percent on the year but not as steep a fall as analysts had expected. Compensation accounted for 46 percent of income at BarCap, up from 43 percent a year ago.

Barclays' investment in U.S. money manager BlackRock Inc (BLK.N) was marked down by 1.8 billion pounds, which it said had already been recognized in equity and regulatory capital.

Barclays said its underlying profit for the first nine months of this year was a shade over 5 billion pounds, up 18 percent from a year earlier.

This showed the benefit of diversity and underpinned "rock solid" capital, funding and liquidity, Diamond said, adding the bank did not intend to raise new equity capital.

Diamond said he also remained "absolutely committed" to his goal of improving return on equity to 13 percent by 2013. RoE was 8.1 percent in the third quarter, from 6.5 percent.

He had in June outlined bullish targets for income at BarCap, which analysts said may need to be scaled back.

"We do expect tough conditions to remain, certainly for a while, but we would not factor in this being the scenario for the next three to five years," said Diamond, the American who took over as CEO at the start of this year after 14 years building up BarCap.

Losses on bad debts were 1 billion pounds in the third quarter, down 16 percent from a year ago, and have tumbled by a third this year.

Dalai Lama: China policy caused monk immolations (AP)

TOKYO ? Tibet's exiled Buddhist leader, the Dalai Lama, pointed to what he called China's "ruthless policy" as prompting the recent deaths of Tibetan monks who set themselves on fire in protest.

The Nobel Peace Prize laureate called on Beijing to change its approach to ruling over the Himalayan region.

"For their own interest, not just the interest for certain sort of problem here and there, but for the whole country's sort of future, they have to act (with a) realistic sort of policy," he told reporters Saturday at a Tokyo hotel, while in Japan to visit victims of the devastating March 11 tsunami.

At least nine Tibetans in their late teens and 20s have self-immolated since March in protest of Chinese rule, and five of them have died of their injuries. Many Tibetans consider the Dalai Lama as their rightful leader.

The self-declared Tibetan government-in-exile has described the self-immolations as tragic acts and called for the international community to urge Beijing to open a dialogue on its policies in Tibet and traditionally Tibetan regions of western China.

"Actually, the local leader must look what's the real causes of death," the Dalai Lama said of the China. "It's their own sort of wrong policy, ruthless policy, illogical policy."

Beijing accuses the Dalai Lama and his supporters of encouraging the immolations.

The Dalai Lama fled the Himalayan region in 1959 amid an abortive anti-Beijing uprising and is reviled by China's communist government.

Hurricane Rina aims at Mexico coastal resorts (AP)

CANCUN, Mexico ? Authorities evacuated fishing communities on Mexico's resort-studded Caribbean coast and some tourists began to leave, as Hurricane Rina took aim at Cancun and the island of Cozumel on Wednesday.

Hundreds of residents from the fishing town of Punta Allen, south of Tulum, were taken to emergency shelters, a smaller group was evacuated from the atoll of Banco Chinchorro Tuesday, and cruise ships shifted their routes in the face of expected storm surges, waves and heavy rains from Rina.

Rina's maximum sustained winds remained steady at about 110 mph (175 kph) early Wednesday, said the U.S. National Hurricane Center in Miami, making it a Category 2 storm. Forecasters predict it will strengthen as it nears the Mexican coast Wednesday night before rolling over the island of Cozumel, a popular dive spot and cruise-ship port, then along the coast to Cancun.

Soldiers, marines and state police arrived with vehicles in Punta Allen on Tuesday to evacuate about 275 residents and take them to a storm shelter at a middle school; about 500 people are expected to be evacuated there in total, according to Quintana Roo state Civil Defense Director Luis Carlos Rodriguez.

The coastal area around Tulum is dotted with Mayan ruins, and further north is Playa del Carmen, another popular spot for international tourists and the departure point for ferries serving Cozumel.

State Tourism Director Juan Carlos Gonzalez Hernandez said there were about 83,000 tourists in the state, with about 45,000 of those on a stretch of coast south of Cancun that includes Tulum and Playa de Carmen, and almost 28,000 in Cancun.

There were only about 1,719 tourists in Cozumel, and many of them were leaving, Gonzalez Hernandez said.

"In the case of Cozumel, which could be hit hardest, people are leaving of their own accord and are cutting their reservations short," said Gonzalez Hernandez.

But some were planning to ride out Rina.

Douglas Baird, 40, of Glasgow, Scotland, said he had been in Playa del Carmen for 11 days on a tour with 10 other people. He plans to stay for the five remaining days of his vacation.

"I'll go to the bar," he said about his plans for waiting out his first hurricane. "It won't be a problem."

But Wendy Powers, a 49-year-old from Louisiana who was taking a stroll at a shopping mall with two other friends, said she hadn't heard anything about the storm until a reporter told her about it. Still, she said she wasn't worried.

"We had Katrina and we survived it," Powers said. "If the one coming here is a category 1 or 2, we could have a beach party."

In Cancun's hotel zone, a string of pickup trucks hauled small boats and jet skis away from marinas, while workers at shopping malls began boarding up windows.

At least eight cruise ships were changing itineraries away from the storm's path, said Carnival Cruise Lines spokesman Vance Gulliksen.

Three cruise ships from the company Norwegian Cruise Line and one from Royal Caribbean have canceled their Friday port of call in the area, said Hiram Toledo, Quintana Roo port administrator.

The area was badly damaged by Hurricane Wilma in 2005, when Cancun's famous white-sand beaches were largely washed away. Insurance officials estimated total damage at $3 billion.

State officials said they were readying more than 1,100 shelters that could handle nearly 200,000 people, though so far there was no word of any planned evacuations.

The hurricane was centered about 230 miles (370 kilometers) south-southeast of Cozumel early Wednesday and was moving west at near 4 mph (6 kph), the Hurricane Center said. A hurricane warning is in effect for the east coast of the Yucatan Peninsula from north of Punta Gruesa to Cancun.

Forecasters said Rina was likely to strengthen into a Category 3 hurricane with sustained winds of about 115 mph (185 kph) later Wednesday.

The projected track shows it curving east toward Cuba and the Straits of Florida by early next week, though the Hurricane Center cautioned "there is great uncertainty as to where Rina will be located by the weekend."

Body?s molecular sensors may trigger autoimmune disease

ScienceDaily (Oct. 27, 2011) ? Bruce Beutler, MD, a co-recipient of the 2011 Nobel Prize in Medicine, has coauthored an article describing a novel molecular mechanism that can cause the body to attack itself and trigger an autoimmune disease. The article is published online ahead of print in the Journal of Interferon & Cytokine Research, a peer-reviewed journal published by Mary Ann Liebert, Inc.

In the article, entitled "Intracellular Nucleic Acid Sensors and Autoimmunity," Argyrios Theofilopoulos, Dwight Kono, Bruce Beutler, and Roberto Baccala, The Scripps Research Institute (La Jolla, California), review the scientific evidence that supports the role of molecular sensors located inside cells in the initiation not only of protective and inflammatory immune responses, but also in an autoimmune response. These sensors recognize nucleic acid signatures that may be shared by foreign pathogens and the body's own DNA and RNA.

Dr. Beutler is one of three recipients awarded the Nobel Prize in Physiology and Medicine. He shares half of the prize with Jules Hoffman, PhD for their discoveries related to how the body's immune system fights disease through the activation of an innate immune response. The third recipient, Ralph Steinman, MD, who died before the Nobel Prizes were announced, previously published an article in AIDS Research and Human Retroviruses. Ohio man's widow not getting surviving exotic pets (AP)

COLUMBUS, Ohio ? The six surviving exotic animals freed by their suicidal owner in Ohio will be kept under quarantine at a zoo for now instead of going to the man's widow, the state Agriculture Department ordered Thursday.

The Columbus Zoo and Aquarium was trying to stop Marian Thompson from reclaiming three leopards, two primates and a young grizzly bear that have been cared for by the zoo since last week, when Terry Thompson mysteriously set them free in a rural area of eastern Ohio.

The zoo said it had Marian Thompson's permission to care for the six surviving animals, which have been kept separate from other animals, but has no legal rights to them. A private veterinarian for the Agriculture Department looked at the animals and determined they needed to remain quarantined, as allowed by Ohio law.

The Agriculture Department said it was concerned about reports that the animals had lived in unsanitary conditions where they could be exposed to disease, and the order provides a chance to investigate their health. It prevents the zoo from releasing them until it's clear they're disease-free.

It appeared Thompson had planned to take them back to the farm near Zanesville, department spokesman Andy Ware said.

Thompson and her lawyer were informed of the order when they arrived at the zoo with a big truck on Thursday afternoon. The order is indefinite, but Thompson is entitled to a hearing within 30 days if she wants to appeal. Her attorney was traveling with her and could not be reached for comment.

The animals have appeared healthy, perhaps a bit underweight, but the zoo did not conduct its standard medical tests because it doesn't own the creatures, zoo President and CEO Dale Schmidt said.

"These animals are the innocents in this situation and our job is to really take care of them as much as we can and make sure their welfare is looked out for," Schmidt said.

Ohio has some of the nation's weakest restrictions on exotic pets, and efforts to strengthen the regulations have taken on new urgency since Terry Thompson opened the cages at his farm last week, freeing four dozen animals that were later shot by authorities.

Officers were ordered to kill the animals ? including rare Bengal tigers, lions and bears ? instead of trying to bring them down with tranquilizers for fear that those hit with darts would escape in the darkness before they dropped and would later regain consciousness.

Muskingum County Sheriff Matt Lutz said his office isn't taking a stance on whether the creatures should return to Zanesville but was evaluating that option.

"If she wants to bring them back here, to this farm, then we're working on what we're allowed legally to do to make sure that everything is safe and appropriate," Lutz said.

Sam Kopchak, whose property abuts Thompson's, said he has mixed feelings about whether Marian Thompson should get the animals back, because he found himself standing about 30 feet from an escaped lion before it was killed. He said he feels for Thompson and recognizes her loss but would prefer not to have lions and tigers as neighbors.

"I'd rather them not be here after what I experienced because of having the animals being out in the situation we were in," he said Thursday. "And I think most of the neighbors around here would probably say the same thing."

It's not unusual for Ohio to issue an animal health quarantine, and it does so about 150 times annually, said Ware, the Agriculture Department spokesman.

Until earlier this year, Ohio was under an executive order that banned the buying and selling of exotic animals, but the newly elected Kasich let it expire, saying the regulations were not enforceable. He last week put temporary measures in place to crack down on private ownership. A study committee has until Nov. 30 to draft permanent legislation.

US, Danish aid workers in Somalia seized by gunmen

(AP) ? Gunmen abducted a 32-year-old female American aid worker in northern Somalia on Tuesday along with a Danish and a Somali colleague as their convoy headed to the airport. The kidnappings come only weeks after four Europeans were seized by suspected Somali gunmen in neighboring Kenya.

The three employees work for the Danish Demining Group, whose experts have been clearing mines and unexploded ordnance in conflict zones in Africa and the Middle East.

"As a first priority, we have been concentrating on the ongoing investigations. We are keeping close contact with the family members, who are deeply concerned, just as we are," said Ann Mary Olsen, head of the Danish Refugee Council's international department.

Activities of the Danish Refugee Council, which runs the Danish Demining Group, have been suspended in the area. The group provided no other details and asked media outlets "to respect the need for confidentiality as investigations are ongoing."

A Nairobi-based security official said the demining group was traveling in a three-car convoy, including one vehicle of armed guards, but that the guards did not resist the kidnapping.

The three are believed to be on their way to a former pirate stronghold on the Somali coast, said the official who spoke on condition of anonymity because he is not authorized to speak to the media.

Ahmed Mohamed, a police officer in the Somali town of Galkayo, said the aid workers had been heading to the airport when they crossed into a southern section of the city that is under clan control. The northern section of Galkayo is under the control of the semiautonomous region of Puntland.

Two Nairobi-based officials said the American woman is 32 and the Danish man is 60. The woman is a former school teacher, one official said.

Christian Friis Bach, Denmark's minister for development cooperation, told Danish broadcaster DR that the demining group was working to help Somalis.

"That's why it's both sad and tragic that they have been struck by this kidnapping, and I hope their strong network and a collected effort also by the Foreign Ministry can resolve the situation quickly.," he said.

The kidnapping comes only weeks after the seizure of two women working for Doctors Without Borders from a refugee camp in neighboring Kenya, as well as the kidnappings of two European tourists from Kenya's coast ? one of whom later died. Somali gunmen were suspected in those attacks.

Kenya has sent at least 1,600 forces into southern Somalia to attack al-Qaida-linked militants in response to those kidnappings, though it's not clear whether the al-Shabab fighters were responsible for the abductions.

The northern semiautonomous province of Puntland is generally considered more stable than most of the rest of Somalia, which is riven between pirate gangs, Islamist insurgents and militias and the weak U.N.-backed government in the capital. It has not had a functioning central government for the last 20 years.

Grenada fears Taiwan's effort to collect $28M debt

(AP) ? The government of Grenada is warning that Taiwan's aggressive effort to collect a $28 million judgment will hurt the tourism-dependent economy of the Caribbean island.

Cruise lines and airlines may halt operations in Grenada after receiving legal papers filed by American lawyers working for Taiwan in the United States compelling them to turn over any money they owe Grenada in fees or other payments, Finance Minister Nazim Burke said.

Already one cruise line has threatened to cancel its 20 stops in 2011-12 in Grenada as a result of the effort to seize port fees, Burke said in an interview Monday.

"If this was to happen, we stand to lose millions," he said.

The dispute centers around loans provided by Taiwan's Export-Import Bank for a variety of infrastructure projects in Grenada in the 1990s.

Grenada officials have said they could no longer pay the loans because of a number of shocks to its economy, including the devastation from Hurricane Ivan in 2004 and the drop in tourism following the Sept. 11, 2001, terrorist attacks in the United States.

Officials in the Caribbean nation have said Taiwanese officials refused to renegotiate the loans because Grenada had severed diplomatic relations in favor of rival China. Taiwan filed suit in a U.S. District Court for the Southern District of New York and won a summary judgment in 2007 that has grown to about $28 million with interest and penalties. That's a huge sum for Grenada, nearly the total value of its exports of goods in 2009.

Grenada has not paid any of the of the principal or interest on the judgment, according to Paul Summit, a lawyer for the Export-Import Bank.

Summit, based in Boston, Massachusetts, declined to discuss efforts to collect the judgment except to say "we are pursuing a number of lawful avenues to achieve collection."

Burke said the law firm has contacted a number of U.S. and European companies, including Princess Cruises and American Airlines. He said they have been informed that "any monies you have for Grenada, we are going to seize it."

The finance minister said they will challenge the effort in court, arguing that it is a violation of their national sovereignty. Officials have previously argued that the previous government took out the loans and decided to stop paying on them so it should be given more leeway to work out a payment plan.

Brooklyn man accused of butchering boy to plead insanity (Reuters)

NEW YORK (Reuters) ? Lawyers for the Brooklyn man accused of butchering an 8-year-old boy on his first walk home alone from an Orthodox Jewish day camp said on Monday they believe his signed confession was coerced and will pursue an insanity defense.

Levi Aron, 35, is charged with kidnapping, suffocating and dismembering Leiby Kletzky in July. His lawyers say he is insane and should therefore be found not guilty.

"My opinion is you could get this guy to admit he shot (John F.) Kennedy if you spent a little bit of time with him," Howard Greenberg, a lawyer defending Aron, told reporters after a brief hearing at the Supreme Court in Brooklyn, New York.

Greenberg in a later interview told Reuters that he thought his client was "crazy." Re recounted a meeting in which Aron "sat in a chair and didn't move a muscle for about 30 minutes," and said he found Aron's signed confession dubious, noting it was written in "police Mandarin and lingo."

Aron appeared at Monday's hearing via a video feed, which showed him sitting virtually motionless in jail. He spoke only to confirm that he could hear the audio feed from the courtroom.

Aron was arrested on July 13 after a search by police and members of the local Orthodox community led to his apartment in the Borough Park neighborhood of Brooklyn, where parts of Kletzky's dismembered body were found in the freezer, according to prosecutors.

He has been charged with first-degree murder and kidnapping, and faces life in prison without the possibility of parole if convicted.

A court-ordered psychiatric evaluation ruled that Aron was fit to stand trial. At the time, Aron's lawyers said they were considering an insanity defense and on Monday, they confirmed that was the defense they would pursue.

Arom has pleaded not guilty to the charges and is being held without bail.

The Brooklyn District Attorney's office declined to comment on the defense strategy.

Dov Hikind, an assemblyman whose district includes Borough Park and who attended the court hearing, said the Kletzky family was upset at the thought Aron might be found not guilty.

"The message to the family and to everyone else is, 'Don't hold it against Levi Aron, it wasn't him, it was the devil that did it,' -- that kind of thing is extremely painful," he said in an interview.

"After four years together, I'm just so happy to be ENGAGED to the love of my life @ElyciaMarie!!!" the former Malcolm in the Middle star, 25, Tweeted.

"It's official... I'm engaged!" Turnbow also Tweeted Saturday.

The couple have apparently reconciled after going through a rough patch.

Earlier this year, police were called to their home in Phoenix in February to investigate an incident in which, allegedly Muniz punched and pulled a gun on Turnbow.

There was even a 911 call placed during the domestic melee.

"Neither one is interested in finger-pointing at the other," Muniz's rep said at the time. "It was a situation that escalated beyond a point that it needed to be ... If anything, they will look back at this as a learning opportunity."

Apparently a good one. Congrats to the engaged pair!

Bluetooth SIG unveils Smart Marks, explains v4.0 compatibility with unnecessary complexity

Bluetooth has been through bevy of official versions to date, and now its eponymous Special Interest Group is announcing Smart Marks to differentiate device types in v4.0. Products will now fall under three brands including Bluetooth Smart Ready, Bluetooth Smart and the original itself. According to Bluetooth SIG, the new visuals are intended to help gauge device compatibility and also denote what form of radios they have. Essentially, Smart Ready refers to any electronics that feature Bluetooth v4.0 with a dual radio, like the iPhone 4S, while the Smart tag covers "devices like heart-rate monitors or pedometers that run on button-cell batteries and were built to collect a specific piece of information." In terms of compatibility, Smart Ready devices can interface with themselves and both of the others, while standard Bluetooth lacks compatibility with Smart, which can only hookup with Smart Ready-enabled gadgets. Will Ferrell wins Mark Twain prize

Will Ferrell, who refined his impersonation of President George W. Bush on the sketch comedy show "Saturday Night Live" and later took his presidential act to Broadway, was awarded the nation's top humor prize Sunday night.

The TV star went on to make movies and co-found the popular website FunnyorDie.com in a career that won the 44-year-old the Mark Twain Prize for American Humor from the Kennedy Center for the Performing Arts.

"Washington is not a city much known for its comedy ? at least not the intentional kind," said PBS news anchor Gwen Ifill, who mentored Ferrell on his journalistic skills for the movie "Anchorman."

She introduced a clip of Ferrell playing Bush in "You're Welcome, America: A Final Night with George W. Bush" on Broadway. Dressed in a flight suit under a banner that read "Mission Accomplished" in a mock Oval Office he explained how Morocco had sent a special unit of 2,000 trained monkeys to fight terrorism "and make children laugh."

With that kind of comedy, Ferrell had accomplished something amazing, Ifill said.

"He got Democrats to pay and see and applaud George W. Bush," she said.

Conan O'Brien, Jack Black, Matthew Broderick, Ben Stiller and Billie Joe Armstrong from the rock band Green Day performed Sunday in Ferrell's honor, joined by Molly Shannon, Tim Meadows and Andy Samberg from Ferrell's "SNL" days.

The show was taped for broadcast Oct. 31 on PBS stations nationwide.

Black opened the show with a song-and-dance routine for his friend and tried to lead the crowd in chanting "Will, Will, Will, will rock you."

"Will Ferrell, did you notice how I changed it from 'We Will Rock You?'" he said.

"It's about time he got some official Washington, D.C., props," Black said, noting that Ferrell had "reigned supreme" on "SNL" for seven years. "He's crazy funny. He makes you laugh so hard you cry and pee simultaneously."

O'Brien saluted Ferrell for giving so much of himself to his comedy. He said Ferrell had his sides physically softened and his "buttocks lowered with magnets" to prepare his body for spandex routines and at times streaking naked.

"Will magnifies and celebrates his flaws, just to entertain us," O'Brien said.

O'Brien also thanked Ferrell for being his first guest and his last guest when he was host of NBC's "Tonight Show."

"It's a rare friend who's going to stick with you for five-and-a-half months," he said.

Shannon, who met Ferrell while she was a waitress in Los Angeles, said that contrary to his TV persona, Ferrell is very serious and sweet to work with. As for the award, she joked "Will's agents and manager clearly bought this for him."

Some of Ferrell's famous sketches from "SNL" were played on the big screen, including his "Cow Bell" routine with Christopher Walken and "Craig the Spartan Cheerleader."

When he was finally awarded the prize, a bronze bust of Twain, Ferrell promptly dropped it on stage and tried to pick up the broken pieces. He joked that he had turned the prize down 13 times before but decided to accept this time because of the prize money (there isn't any) and to be watched on PBS "by hundreds of people across this country."

He thanked the Kennedy Center as "one of the few places that uphold comedy as what it truly is, an art form."

Ferrell is the son of a teacher and Roy Lee Ferrell, a guitarist for the Righteous Brothers. He grew up in Irvine, California, went to college at the University of Southern California and got his start in comedy with the Los Angeles improv group, The Groundlings.

That's where he was discovered by "SNL."

Ferrell went on to make some outlandish movies including "Anchorman: The Legend of Ron Burgundy," "Talladega Nights: The Ballad of Ricky Bobby" and "Old School." He has also tried his hand at drama, including this year's independent film "Everything Must Go." One of his upcoming projects is a Spanish-language comedy, "Casa de Mi Padre."

Ferrell told The Associated Press he has tried different avenues as movie studio budgets tightened. He opted for projects with smaller budgets but more creative freedom.

Longtime collaborator Adam McKay and Ferrell also took their comedy to the Internet with the 2007 creation of the popular video website FunnyorDie.com. Since then, it has drawn an audience of millions for its original Web programming.

McKay, a former head writer on "SNL," said it was Ferrell's "Cow Bell" sketch that has always made him laugh the hardest.

Before the show, Ferrell said playing the Bush character is one of his favorite memories for its political laughs, especially when he took the character to Broadway.

"We hit it at the perfect time when people wanted some sort of comedy after the eight years we just went through," he said.

Thirteen other people have won the Mark Twain Prize since 1998, including Tina Fey, Bill Cosby, Steve Martin and Whoopi Goldberg. It recognizes people who have followed the tradition of Samuel Clemens, the writer known as Mark Twain who used social commentary and satire to have an impact on society.

German satellite falling to Earth

A big German spacecraft is making an uncontrolled fall from the sky.

The Roentgen Satellite (Rosat) re-entered the Earth's atmosphere between 01:45 and 02:15 GMT.

Just as for Nasa's UARS satellite, which plunged into the atmosphere in September, no-one was able to say precisely when and this would happen.

What makes the redundant German craft's return interesting is that much more debris this time is likely to survive all the way to the Earth's surface.

Experts calculate that perhaps as much as 1.6 tonnes of wreckage - more than half the spacecraft's launch mass - could ride out the destructive forces of re-entry and hit the planet.

It is not clear whether any pieces have yet reached the Earth's surface.

In the case of UARS, the probable mass of surviving material was put at only half a tonne (out of a launch mass of more than six tonnes).

The difference is due to some more robust components on the German space agency (DLR) satellite.

Rosat was an X-ray telescope mission and had a mirror system made of a reinforced carbon composite material. This mirror complex and its support structure are expected to form the largest single fragment in what could be a shower of some 30 pieces of debris to make it through to the surface.

But again, as was the case with UARS, any Rosat wreckage is strongly tipped to hit the ocean, given that so much of the Earth's surface is covered by water.

Destructive design

UARS' final resting place was tracked to a remote region of the Pacific, north-east of the Samoan islands.

Rosat could come down anywhere between 53 degrees North and South latitude - a zone that encompasses the UK in the north and the tip of South America in the south.

Future spacecraft sent into orbit may have to meet stricter guidelines that limit the amount of debris likely to fall back on to the planet, but these rules are still some way from being introduced said Prof Richard Crowther, an expert on space debris and adviser to the UK Space Agency.

"Up until now we've designed satellites to survive the harsh environment of space, and we haven't given much thought to designing them for destructive re-entry," he told BBC News.

"But in future, we will have to consider whether we have got this balance right, and perhaps satellites should be designed in such a way that we can ensure more of what comes down is destroyed in the atmosphere and doesn't hit the surface.

"Unfortunately, there is a whole legacy of spacecraft - 50 years of satellites - and we are going to have to put up with this situation for quite some time, I'm afraid."

Science success

Rosat was launched in 1990 to survey the X-ray sky. It mapped more than 100,000 sources of this high-energy radiation. X-rays tend to come from the hottest and most violent parts of the cosmos, such as the regions around exploded stars and the "edges" of black holes.

The spacecraft worked for eight-and-a-half years before its star tracker failed and it could no-longer work out its position and point correctly. It was shut down in February 1999, and has been in descent ever since. Controllers do not have any contact with the craft; all they know is its altitude and path across the sky through radar tracking.

The fall to Earth has accelerated in recent months and weeks as the spacecraft has experienced increased drag as a result of its passage through residual air molecules still found more than 200km above the planet.

The deeper it reaches, the faster Rosat will be pulled in. But without a propulsion system, the precise timing and location of its impact cannot be influenced by controllers.

Tough materials

Rosat will start to tumble rapidly when it engages the thicker parts of the atmosphere, about 80km up.

Mechanical forces will first rip off its flimsiest structures, such as its solar arrays and antennas.

The heating the satellite then experiences as it plunges downwards will deform and melt low-temperature materials and vaporise them.

Only high-temperature metals such as stainless steel and titanium will put up much resistance.

Tracking stations will typically witness the uncontrolled return of at least one piece of space debris every day; and on average, one intact defunct spacecraft or old rocket body will come back into the atmosphere every week.

Something the size of Nasa's UARS satellite is seen to enter uncontrolled perhaps once a year.

Much larger objects such as space station cargo ships return from orbit several times a year, but they are equipped with thrusters capable of guiding their dive into a remote part of the Southern Ocean.

James Murdoch to testify again to UK committee (AP)

LONDON ? British lawmakers said Monday they will grill Rupert Murdoch's son James about newspaper phone hacking for a second time next month, as Murdoch's former right-hand man denied that he knew about the scale of the wrongdoing when he paid 250,000 pounds ($400,000) to a reporter convicted of illegal eavesdropping.

The House of Commons Culture, Media and Sport committee said James Murdoch, his father's heir-apparent, will give evidence on Nov. 10.

Rupert Murdoch shut down the 168-year-old British tabloid News of the World in July after it was accused of illegally hacking into the voice mails of celebrities, politicians and crime victims in search of scoops.

Both Murdochs denied knowing about the scale of the hacking when they appeared before the panel of lawmakers the same month, and a slew of executives from Murdoch's News Corp. media empire has kept to the same line.

Les Hinton, former publisher of the Murdoch-owned Wall Street Journal, told the Commons committee Monday that he had had no idea hacking was rife when he personally approved a quarter of a million pound payment to Clive Goodman, the News of the World reporter jailed in 2007 for eavesdropping on the mobile phone voice mails of royal aides.

Hinton, who was then executive chairman of Murdoch's British newspaper division, acknowledged he had seen a letter from Goodman to the company's human resources department in which the reporter alleged phone hacking was widespread at the paper and common knowledge among editors.

Hinton said he had launched a "pretty thorough" internal investigation into Goodman's claim, but said "there was no basis found for it."

He said he fired Goodman for gross misconduct, but decided to pay him the substantial sum, almost three times the reporter's annual salary, to end an unfair dismissal claim by Goodman.

"I decided at the time that the right thing to do was to settle this and put it behind us," Hinton said, giving evidence by video link from the United States.

Hinton worked for Murdoch for 52 years until the scandal, which has convulsed Britain's media landscape. In July he resigned as publisher of the Journal and CEO of Dow Jones & Co.

Hinton said Monday that he had resigned because "although unaware, I was in charge of this company at the time of the core wrongdoing."

MILAN (AP) -AC Milan vice president Adriano Galliani says it is his dream to bring Mario Balotelli to the Serie A club.

Balotelli, who joined Manchester City little over a year ago, has long been linked with a move to AC Milan - the club he supported growing up.

Galliani says, "Balotelli is my great passion because he is a great player. AC Milan? Who knows. For now it remains a passion ... Balotelli is a dream. I think about that nearly all the time, as does the president (Silvio) Berlusconi, it's a thought we all have in our club."

Balotelli spent three controversial years at Inter Milan. He came under heavy criticism during his time there when he donned a Milan shirt on a television show.

Balotelli scored two goals Sunday to help fire City to a 6-1 victory at fierce rivals Manchester United in the Premier League.

The veteran wide receiver tied a career high by catching three TD passes, including the go-ahead score that was set up by another interception by Darrelle Revis, and the Jets stormed back in the second half to defeat the San Diego Chargers 27-21 on Sunday.

"Every morning you wake up on Sundays and you want to be great," said Burress, who has been slow to develop a rapport with quarterback Mark Sanchez. "I had to let the game come to me. I think I've been forcing it. But this was them saying, 'He's been working hard, we'll stick with it.'

"The fans pay money to come see you do well, and I felt for the past few weeks I was not playing well. This is gratifying."

Leading 21-17, the Chargers appeared to be driving for a possible game-sealing score when Philip Rivers threw to Vincent Jackson and the ball tipped off the receiver's hands and right to Revis, who returned the interception 64 yards to the Chargers 19.

"It was a big play," said Revis, who thought cornerback Antonio Cromartie also got a piece of the ball.

Revis had two interceptions on Monday night, including a 100-yard touchdown return, in the Jets' 24-6 win against the Miami Dolphins.

After a few runs by Shonn Greene and a defensive holding penalty - the Chargers' 11th penalty in the game - Sanchez found Burress on a slant for a 3-yard touchdown to give the Jets (4-3) the lead for the first time with 8:41 remaining. It was Burress' second three-TD catch game of his career, and first since 2007 while with the Giants.

"You've got to evaluate yourself," Burress said. "I looked at myself and said I've got to play better. It was not on anybody but myself."

San Diego turned it over again on its next possession when the Chargers (4-2) faced a third-and-6 from their 41 and Kyle Wilson picked off Rivers for the first interception of his career.

Nick Folk's 30-yard field goal with 1:36 left made it 27-21. San Diego had one last shot for a winning drive, but couldn't really threaten against New York's defense.

"It's our fault," Chargers tight end Randy McMichael said. "You can ask any question you want to ask. The San Diego Chargers beat the San Diego Chargers. Nothing to do with the New York Jets. It's embarrassing."

With the win, the Jets headed into their bye-week break with two straight wins - both at home - after a three-game road losing streak. They also are off to their first 4-0 start at home since 2004.

"I feel like we're hitting our stride right now," coach Rex Ryan said. "We saw our team, the one we kind of envisioned at the start of the season. We were slow to get it going, but we saw it."

Sanchez finished 18 of 33 for 173 yards, three touchdowns and an interception. Burress finished with four catches for 25 yards, but he provided the red-zone presence the Jets hoped he'd be when they signed him as a free agent after he served 20 months in prison on a gun charge.

"He had three TDs," Ryan said with a grin. "Not bad."

Greene had a season-high 112 yards on 20 carries. LaDainian Tomlinson, facing his former team for the first time since signing with the Jets last offseason, became the fourth running back in NFL history with 600 catches before leaving in the fourth quarter with the flu. He finished with 14 yards rushing and three catches for 37 yards.

"I woke up this morning feeling pretty bad," he said, "but was able to push through as long as I could."

The game had some added spice when Ryan created a coast-to-coast stir when he said he would've won a few Super Bowl rings if he had been hired as the Chargers' coach in 2007. That job went to Norv Turner, who shot back at Ryan asking if Ryan had those rings stored with the ones he has guaranteed with the Jets.

The two shook hands after the game and had a brief but cordial conversation.

"Before the game, I thought I could get him inside, work the body," Ryan joked. "Obviously, my chin is not so good. Again, it was unintentional and unfortunate. I have so much respect for Norv."

The Chargers jumped out to an early lead and would have been up by a bunch if not for their mistakes. San Diego, coming off its bye, was called for a whopping 13 penalties.

"The bottom line is we came out playing really well," said Rivers, who was 16 of 32 for 179 yards and a touchdown - and the two costly interceptions. "We just didn't finish off the game. If we played the second half like we played the first, it would have been a two-touchdown victory."

Mike Tolbert gave San Diego a 21-10 lead with 1:16 remaining in the first half on a 1-yard touchdown run.

New York had an impressive drive on its second possession of the second half, capping a 10-play drive on Burress' 4-yard touchdown catch that made it 21-17 with 2:57 left in the third quarter.

"We put our defense in a hole early, it felt like," Sanchez said. "We almost spotted them 14 points."

Donald Butler gave the Chargers an early 7-0 lead when he ripped the ball out of the hands of New York tight end Dustin Keller and scored on a 37-yard fumble recovery.

New York appeared to take a 10-7 lead late in the first quarter on a 23-yard touchdown catch by Santonio Holmes, but the score was negated by a holding penalty on center Nick Mangold. Two plays later, Eric Weddle picked off a pass that set up Antonio Gates' 2-yard touchdown catch with 12:11 left in the first half. Gates, who missed three games with a flare-up of plantar fasciitis in his right foot, finished with five catches for 54 yards.

The Jets came right back as Burress caught a 3-yard touchdown pass with 7:18 left in the opening half to make it 14-10. The Jets were helped by four Chargers penalties - two pass interference calls and two offsides - on the drive.

"This," Revis said, "was a must-win for us."

Big banks under pressure in Europe crisis (AP)

BRUSSELS ? Big banks found themselves under pressure in Europe's debt crisis Saturday, with finance chiefs pushing them to raise billions of euros in capital and accept huge losses on Greek bonds they hold.

The continent's biggest financial institutions were at the center of talks as leaders entered marathon negotiations in Brussels, at the end of which they have promised to present a comprehensive plan to take Europe out of its crippling debt crisis.

"Between now and Wednesday we have to find a solution, a structural solution, an ambitious solution and a definitive solution," French President Nicolas Sarkozy said as he arrived in Brussels. "There's no other choice."

In addition to new financing for Greece, leaders want to make the banking sector fit to sustain worsening market turmoil and turn their bailout fund into a strong safety net that will stop big economies like Italy and Spain from falling into the same debt trap that has already snapped Greece, Ireland and Portugal.

But before the final deadline on Wednesday, they have to overcome many obstacles.

On Saturday, the finance ministers of the 27-country European Union decided to force the bloc's biggest banks to substantially increase their capital buffers ? an important move to ensure that they are strong enough to withstand the panic that a steep cut to Greece's debt could trigger on financial markets.

A European official said the new capital rules would force banks to raise just over euro100 billion ($140 billion), but finance ministers did not provide details on their decision. The official was speaking on condition of anonymity because it had been agreed to let leaders unveil the deal at their first summit Sunday.

"We have made real progress and have come to important decisions on strengthening European banks," George Osborne, the U.K.'s chancellor of the exchequer, said as he left Saturday's meeting.

The deal on banks was likely to be the only major breakthrough ready to announce on Sunday, leaving many important decisions and negotiations to be completed by Wednesday night.

On Friday, the first day of the marathon talks, the finance ministers of the 17 countries that use the euro ? and which have found themselves at the center of the crisis because of the currency they share ? agreed to demand Greece's private creditors take big losses on their bondholdings.

But they still have get the banks to come along and convince them that the cuts are the best way to ensure that Athens can eventually repay its remaining debts.

The picture in Greece, whose troubles kicked off the crisis almost two years ago, is bleaker than ever. A new report from Athens' international debt inspectors ? the European Commission, the European Central Bank and the International Monetary Fund ? proved that a preliminary deal for a second package of rescue loans reached in July is already obsolete.

That plan would have seen banks and other private investors take losses of some 21 percent on their Greek bond holdings, while the eurozone and the IMF were to provide an extra euro109 billion ($150 billion) in bailout loans.

But the report showed that in the past three months Greece's economic situation has deteriorated so dramatically that for the bank deal to remain in place, the official sector would have to provide some euro252 billion ($347 billion) in loans. Alternatively, to keep official loans at euro109 billion ($150 billion), banks would have to accept cuts of about 60 percent to the value of their Greek bonds.

"I believe we are now arriving at a more realistic view of the situation in Greece," said German Chancellor Angela Merkel, the country that has long been advocating a more radical solution to Athens' problems.

But Merkel and her eurozone counterpart were on for tough negotiations with the banks.

Charles Dallara, who has been representing private investors in the talks with the eurozone, said Saturday that negotiations that carried on sporadically throughout Saturday were making only slow progress.

"We're nowhere near a deal," he told The Associated Press in an interview.

Dallara, the managing director of the Institute of International Finance ? the world's biggest bank lobbying group ? said current plans to cut Greece's debt would leave the country as "a ward of Europe" for years.

He declined to say how much in losses banks would be willing to accept, saying only "we would be open to an approach that involves additional efforts from everyone."

The eurozone has been working hard to reach a voluntary agreement with banks, rather than forcing losses onto the lenders, because that could avoid triggering billions of euros on payout for bond insurance and could destabilize markets even further.

However, in recent weeks some officials have no longer insisted that the deal remain voluntary.

Agreement on arguably the most important measure in the crisis plan remained even more elusive Saturday: boosting the firepower of the currency union's euro440 billion ($600 billion) bailout.

Increasing the effectiveness of the fund ? called the European Financial Stability Facility ? is meant to help prevent larger economies like Italy and Spain from being dragged into the crisis. At the same time, the EFSF may be asked to help governments shore up their banks if they can't raise the necessary funds on financial markets.

But Germany and France still disagree over how to give the EFSF more firepower. France wants the fund to be allowed to tap the ECB's massive cash reserves ? an option that Germany rejects. Weaker economies, meanwhile, are wary of signing up to the other two parts of the grand plan ? bigger bank capital and cuts to Greece's debt ? without assurance that sufficient buffers are in place.
